Whereas, this year's Fire Prevention and Mini-Muster Program
celebrates its 22nd year at Gerald Ford Elementary, Abraham Lincoln
Elementary, and George Washington Charter Schools, its 17th year at
James Earl Carter Elementary School, and its 9th year at Ronald Reagan
Elementary School; and
Whereas, firefighters and volunteers will continue to train Palm
Desert students to maintain standards that will ensure a fire-safe city for
many years to come.

INTRODUCTION TO THE MINI-MUSTER PROGRAM
1�lini-Muster is a unique program in child fire safety founded by Debbie Smith of the
\�orthwest f'ire Depa��tment, Tucson, Arizona. The Tucson muster was developed in association
�vith schools in Tucson, A►•izona. l�i 1993, Jan Holtnlund brought the concept of Mini-Muster to
the Desert Sands Unified School District. the Historical Society of Palm Desert, and Fire Slation
#_i3 of the Riverside County Fire Uepartment.
With the approval and agreement of these public and private agencies, Mini-Muster ���as
begun in the schools serving the Cove Communities of Palm Desert and Indian Wells. The
program is currently active in all third grade classes in five local elementary schools. It requires
one school day a year for each school holding the field exercise and a��vards ceremony. The
City of Palm Desert cooperates �vith the program by proclamation of Fire Prevention and ;Vlini-
Mustcr �Vlonth in October, and, through presentation of awards for Mini-Muster voliu�teers and
�vinners of the Mini-Muster Art contest at a city council meeting that same month. "I'he City of
lndian Wells proclaims October as Mini-Muster Month and, presents a�vards to Mini-Muster
lead sponsors at an October city council mecting.
When the muster idea was brought from Tucson, every element of'the field e�cercise plan
�vas identified and followed. ��he Palm Uese�rt program added a logo, designed ne«� field sets,
and an art program; a�vards also differ fi•om the Tucson plan.
Mini-Mustcr as a program is available to any formal school and tire safety agency «�itf�
the strong recommendation that the program be hosted by a nonprofit group that would provide
statf'and funding for the business elements. The responsibility for planning and producing a
Min-Muster requires a very supportive core of volunteers with generous voluntecr time.
"Che availabiliry comes with the reminder that the program is a formal activity that must
be approved by the school district. Without that approval and wilhout the approval of the tire
district, the program �vould become.just another fun activit�� and cannc�t be labeled as a Mini-
Muster program.

in Mini-Muster.
Mini-Muster is fire safety training for children. It is a full day event that takes
place on outside grounds and MUR. Firefighters direct and guide third graders through
field activities designed to teach fire prevention and self-protection. Each event is a
team effort.
Mini-Muster was approved by Desert Sands Unified School District in 1993. It is
coordinated by the Historical Society of Palm Desert and operated by personnel of Fire
Station Number 33 of the Riverside County Fire Department, California Department of

MINI-MUSTER HISTORY
The Historical Society of Palm Desert, Riverside County Firefighters from Station #33,
and Desert Sands Unified school District have coordinated a Mini-Muster fire safety program
since October 1993.
Firefighters provide and man "Hands On" team type field activities for the Desert Sands
Unified School District. Third grade students in five local elementary schools: James Carter,
Gerald Ford, Abraham Lincoln. Ronald Reagan, and George Washington Charter participate in
a half-day field event followed by a school awards assembly.
MINI-MUSTER IS REACHING THE CHI�DREN
The Historical Society of Palm Desert is proud of the thousands of children in the Cove
Communities that have graduated and received certificates from the Mini-Muster fire safety
training program.

MINI-MUSTER
A Child Centered Safety Program
Mini-Muster is an important program in child fire safety founded by Debbie Smith
of the Northwest Fire Department, Tucson, Arizona. The Tucson muster was developed
in association with various Tucson, Arizona, Schools.
Mini-Muster was adopted by the Historical Society of Patm Desert, California, as
an educational outreach related to both the historic building occupied by Society offices
and to Society collections. Itwas approved for third grade curriculum by the Desert
Sands Unified School District in 1993. The event is coordinated by the Historical
Society of Palm Desert, operated by personnel of Fire Station Number 33, Riverside
County Fire Department, and in association with the Cities of Indian Wells and Palm
Desert. Site presentation is limited byvolunteer time, money, and protection of program
quality.
Every September, Indian Wells and Palm Desert proclaim Fire Prevention and
Mini-Muster month for October. Each school is given student preparation packets. In
October, all third grade children in Carter, Ford, Lincoln, Reagan, and Washington
elementary schools participate in a full day of hands-on field exercises centered upon
fire prevention and personal and family safety.
Fire Station #33 built and maintains the sets and equipment used in the field. Up
to twelve outdoor areas are staged to mimic the actual training given professional fire
fighters. The action, scaled to child size and ability, includes escape from a smoke-filled
room, a hose drag, bucket brigade, finding a way through a dark house and other team
exercises that create the sense of emergency that would occur were the situation real.
Station #33 schedules area fire fighters to operate each station.
Between team events other activities include safety briefings, and question and
answer periods by fire fighters. There are displays, staffed by personnel, of paramedic
equipment and the hazardous materials accident response vehicles. Fire truck displays
include modem and historic local fire engines. Cold drinks are served all day.

When the field activities have ended and the equipment is stowed away, the fire
fighters and society volunteers enjoy a special lunch prepared by parents of the
students . As a grand ending to this very special day, a general assembly is held. The
school is presented with a participation award, accepted by the principal. Then the
room in darkened and a firefighter, completely equipped, crawls into the room among
the children, breathing with the oxygen apparatus carried on the back that would be
used during the real fire rescue. The child would see and hear this unfamiliar and
strange being if they were to be rescued. The students are told to listen quietly so they
will remember the sound and the appearance and welcome, rather than fear, the
firefighter. Finally, each child is presented a signed Certificate of Completion of Fire
Safety Training. Firefighters, with their friend Smokey or Sparky, deliver special
souvenirs and shake the hand of every child as they leave the assembly.
The exciting and demanding days of Mini-Muster are followed later in the month
with city award ceremonies, hosted by the mayor, to honor the several hundred people
who give hours or weeks of time to Mini-Muster and to recognize exceptional student
artwork that describes the Min�Muster experience.
Last year's Mini-Muster was another outstanding success. This award winning
program received excellent coverage in all local newspapers and television and
continues to enjoy the ful4 support of teachers , children, parents, school district, fire
department, historical society, the cities of Palm Desert and Indian Wells, and business
contributors . The Historical Society of Palm Desert is proud of the non-prof�, public,
and private agencies that have made Mini-Muster available to our children. Fire safety.
educational, cultural, and business leaders have carried out another year of training that
has prepared thousands of third graders in personal safety. This is a lasting learning
experience that children need. It is wonderful that the children spell Mini-Muster as
"F-U-N."

TEACHERS
MINI-MUSTER IS A THIRD GRADE PROGRAM F'OR THIRD GRADE ONLY.
Teachers of combination classes: on Mini-Muster day you need to make alternative
plans for your children who are not in third grade.
PARTICIPATION
Mini-Muster is a field exercise program that involves pulling, carrying, lifting,
running, dropping, rolling, and water. The day may be hot, wet, windy, cool or all of the
above. Children should dress appropriately, i.e., DO NOTDRESS UP -WEAR
TENNIS SHOES or inexpensive shoes that can get wet without damage. USE SUN
SCREEN AND BRING HATS, JACKETS OR EXTRA CLOTHING, IF DESIRED.
Children and adult volunteers who will be on the fleld need to be given this information.
Teachers and Volunteer Parents need to watch for exhaustion from heat or activity.
The School should be prepared for emergency as it would at any recess play time. The
Fire Department Emergency Medical Vehicle is on the field some but not all of the time.
Water is available at the Recovery Stations on an "as needed basis." Handicapped
children have successfully completed past Mini-Muster field exercises. Ifthe child is in
a wheel chair, blind, deaf or has instructional comprehension difficulty, please provide a
special helper to assist in the field.

BE PREPARED
Students NEED TO BE PREPARED for the Mini-Muster through vocabulary
review, stories, and pictures. Please inform students of the special ART PROJECT
which follows Mini-Muster.

MINI-MUSTER DAY AT YOUR SCHOOL
1. PRINCIPAL have 2 iarge trash containers, 2 large tables, and 6
folding chairs in the field. DO NOT WATER THE FIELD THE MORNING
OF MINI-MUSTER.
2. PRINCIPAL notify your TEACHERS (on the day preceding Mini-Muster)
that the pfaying field will be in use by the fire personnel the next morning; that
S7UDENTS are NOT to be in the set-up area. There will be vehicles and set-
up activities going on. The firefighters cannot watch the children and prepare
the field.
3. TEACHERS will be notified when to come to the field.
4. TEACHERS will line students at edge of field. Listen to the
firefighters direction. Remafn IN LINE until directed to BEGIN the events by
a FIREFIGHTER.
5. TEACHERS and STUDENTS Do Not change field stations until you

10. ASSEMBLY
A. Principal introduces Louise Neeley who will present the Principalwith the School
Award.
B. Mrs. Neeley will then introduce the Fire personnel in charge of
the Mini-Muster.
C. Firefighters talk and question Students about what they have learned.
D. Flreflghters prepare Students for next event- Tell students to
be very quiet so they can hear the sound made in the dark by the equipment.

1'! . FOLLOW-UP. Follow-up includes repeat or new discussion, word and
spelling games, fiim and music within the classroom; children taking
Certificates and information home; art projects, drawings, letters and other
recall activities.
ART PROJECT
There will be an Art Project each year. Please tell students a dispiay of former "Art
Projects," will be at the Historical Society tent on Mini-Muster Day. They should "look
and get ideas" This will help them focus on what is happening for later recall.
PROGRAM
Each student who participates in the Mini-Muster is asked to draw an image of a Mini-
Muster event that was most important personally or one they enjoyed the most.
This projectwill help each student recallthe learning experience ofMini-Muster; itwill
continue participation; and, allow an expression of private interest through art.
Please tell the students their art work will be judged on artistic effort and accuracy in
depicting an event.
Two pictures will be selected for best representation from each class. These students
will receive an award certificate from the Historical Society of Palm Desert.
One picture will be selected to represent the school at a Palm Desert City Council
Meeting. The artist, parents, principal, and teacher will be invited to attend the Council
meeting. The artist will receive a certificate of appreciation. The winning artwork will
be framed and hung in your school's representative fire station until the next year. Each
school's winner will have the opportunity to ride on the Historical Society's old fire
engine in the Palm Desert Golf Cart Parade.
MATERIALS AND PROCEDURES
1. Students use 12 x 18white watercolor paper.
2. Place name of student, class, room number, teacher, school, and parents
surname on back right corner.
3. DO NOT frame or mount art work.
4. PLEASE INCLUDE: Four (4) Sheets of 12"x 18"construction paper (2) black and (2)
red; and, one (1) sheet of white poster board per school.
5. Teachers will select two pieces of artwork from each class. Those students will
each receive an Art Award from the Historical Society.
6. Teachers or school personnel at Each school will choose ONE artwork from the
above select group of art (#4 above). Itwill be picked up for display at the Palm
Desert City Council Chambers. A Palm Desert City Award will be made to the
student artist whose work is displayed.
