SOLE SOURCE LETTER FROM THE MANUFACTURER
By Minute Motion, that the Palm Desert Housing Authority authorize RPM to
enter into an agreement with 3-D Panel North Distributors for replacement
of 10 boiler enclosures located at One Quail Place in an amount not to
exceed $72,000.00. The funds have been appropriated in the 2004-2005
Housing Authority capital budget Account No. 871-8660-466-4050.
Executive Summary:
Staff reviewed various options to replace the boiler enclosures at One Quail Place. A
sample enclosure was recently constructed utilizing a relatively new application that has
met all of our structural and visual expectations. Approving this request will replace all
remaining wooden enclosures with a concrete foam panel treatment removing the current
safety concern of the deteriorating enclosures. This will lessen the possibility that a
resident could come into contact with boilers that cannot be properly secured.
Discussion:
One Quail Place's hot water is served by 11 boilers spread throughout the property. The
original enclosure construction consisted of 4' tall wood fencing that housed the large
boilers and their storage tanks. The 25-year-old wood structures are failing at a rapid rate.

Staff has explored several alternatives; installation of block walls pose several issues with
ventilation, footings that interfere with all the underlying electrical and water lines, as well
as the difficulty of dealing with tight areas with severe grade changes; replacement of the
existing structures with like structures will pose the same problem over time that currently
exists; or a new environmentally friendly concrete foam panel treatment called Tridipanel.
Because of these challenges, staff had one enclosure constructed with the concrete foam
panel treatment to determine if this could be an acceptable solution to the concerns of
safety and durability and not interfere with the underground utility lines. The newly
installed enclosure blends with the existing architecture and addresses staff's concerns.
Therefore, staff recommends allowing RPM to enter into a contract for the balance of the
project (10 enclosures) with 3-D Panel North Distributors, Palm Desert, in an amount not -
to -exceed $72,000.00. 3-D Panel North is the only distributor (sole source) of this product
in San Bernardino, Riverside, and Imperial Counties.
