HomeMy WebLinkAboutRPM Aavco Electric - Rewiring of California VillasREQUEST: SUBMITTED BY: APPLICANT: DATE: Recommendation: PALM DESERT HOUSING AUTHORITY STAFF REPORT AUTHORIZE RPM TO ENTER INTO CONTRACT WITH AAVCO ELECTRIC IN ORDER TO INCREASE THE NUMBER OF UNITS REWIRED PER MONTH AT THE HOUSING AUTHORITY PROPERTY KNOWN AS CALIFORNIA VILLAS JAMES CONWAY, CONSTRUCTION MAINTENANCE INSPECTOR AAVCO ELECTRIC INC. 13824 FARADAY STREET WHITTIER, CA 90605 APRIL 14, 2005 By Minute Motion, that the Palm Desert Housing Authority authorize RPM to enter into contract with Aavco Electric to rewire an increased number of units per month at the property known as California Villas for a cost of up to $2,400.00 per unit and a total cost not -to -exceed $200,000.00. The funds have been appropriated in the 2004-2005 Housing Authority operating budget Account No. 871-8680-466-4050. Executive Summary: It is staff's desire to increase the pace of the interior unit repairs at California Villas. Approval of this request will allow the available units to be rewired and allow staff to complete the interior work on the remaining units at an accelerated rate. Denying the request will cause the repairs to be delayed by approximately eight months. Discussion: Once we acquired California Villas, RPM's staff began repairing the interior of the units as they became vacant. Work consists of repairing or replacing cabinetry, wall repairs/texture, painting, NC repair or installation, new flooring, tile tub enclosures, etc. One component that was outsourced because of its complexity was the rewiring of the units. Staff required RPM to obtain 3 written quotes from electrical contractors to do the work on a per unit basis. Aavco Electric was the lowest responsible bidder and began the work with an understanding that 4 units per month was our target. An electrical plan was created by the architect on this project and in order to expedite inspections, electrical permits have been pulled for all the units by staff. Approximately 60 units are completed. Building and Safety, through its inspections, have indicated that they are satisfied with the current electrical contractor. For consistencies with warranties, staff recommends that RPM continue to use Aavco Electric for the balance of the units with a not -to -exceed cost of $2,400.00 per unit for a total not -to -exceed amount of $200,000.00.
