CALL TO ORDER Chair Roger Dash convened the meeting at 3:30 p.m. II. ROLL CALL Present: Members Absent: Roger Dash Carrie McLeod Larry Saindon Leo Sullivan Jane Turner Linda Ward Also Present: Janet Moore, Housing Authority Administrator Dave Yrigoyen, Director for Redevelopment and Housing James Conway, Construction Maintenance Inspector Ezell James, Housing Programs Coordinator Patty Leon, Recording Secretary Guest(s): RuthAnn Moore, Business Support Manager William Halom III. ORAL COMMUNICATIONS 1 Housing Commission Minutes March 9, 2005 IV. CONSENT CALENDAR A. MINUTES of the Regular Housing Commission meeting of February 9, 2004 With a Motion made by Leo Sullivan and seconded by Larry Saindon the minutes were unanimously approved. V. REPORTS AND REMARKS A. COMMISSION REPORTS Roger Dash extended his compliments and thanked staff for a well planned Groundbreaking Ceremony of the Palm Village Apartments as well as the Housing Authority tour on March 4, 2005. He also thanked those commission members who attended the tour. Jane Turner also thanked RPM Company for the informative handouts provided at the tour and stated that the properties were in impeccable conditions. A power -point presentation was presented to the Commission. The visual slide presentation detailed the funding sources, programs, projects, future developments, and economic developments of the Redevelopment and Housing Divisions. B. SUMMARY OF CITY COUNCIL AND REDEVELOPMENT AGENCY AGENDA ITEMS Janet Moore reviewed the memo provided to the Commission of agenda items and actions. C. RPM MONTHLY STATUS REPORT The Monthly Status Report for February was reviewed by the Commission. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT 2 Housing Commission Minutes March 9, 2005 Report # 1 for January was reviewed by the Commission. E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT Report #2 for January was reviewed by the Commission. F. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES) James Conway reviewed the update on the Housing Authority properties provided to the Commission. Leo Sullivan requested the number of rehabilitated units that are completed each month for California Villas and Laguna Palms be included in the update. VI. NEW BUSINESS A. One Quail Place - Re -roofing of all carports Rec: By Minute Motion: That the Housing Commission forwards the recommendation to the Palm Desert Housing Authority Board to authorize the City Clerk to advertise and call for bids for the re -roofing of all carports at the Housing Authority property known as One Quail Place Action: Motion was made by Jane Turner and seconded by Larry Saindon to approve and forward recommendation to the Palm Desert Housing Authority Board to authorize to advertise and call for bids for the re -roofing of all carports at the Housing Authority property known as One Quail Place with the understanding that an inspection of all posts be conducted prior to replacing the carports. James Conway reviewed the staff report and the scope of work provided. Leo Sullivan questioned the conditions of the posts and asked if they had been previously inspected or will they be addressed as part of the scope of work. James Conway stated visual inspections have been performed by 3 Housing Commission Minutes March 9, 2005 maintenance staff, but are not part of the re -roofing project. The suggestion was made to inspect the posts prior to replacing the carports. VII. CONTINUED BUSINESS VIII. INFORMATIONAL ITEMS A. HOUSING AUTHORITY NEWSLETTER (MARCH) Newsletters were reviewed by the Commission. B. AGENCY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission for review. For informational purposes, it was explained that James Conway is responsible for new applications received for the Home Improvement Program and Bryce White will continue to oversee projects that were already in progress. C. PALM VILLAGE APARTMENTS Janet Moore reported that the contract insurance, etc. is being finalized. D. CATALINA GARDENS/PUEBLOS COMMUNITY ROOM Ezell James reported that the contractor awarded for this project has submitted the necessary paperwork required in the contract to the City Clerk's office, and anticipates commencement of construction by March 15, 2005. E. PHASE II 18 ACRE SITE UPDATE: 1) SINGLE FAMILY HOMES 2) SENIOR COMPLEX Ezell James reported 28 responses were received as a result of a request for proposals for the construction of the single-family homes and senior complex: In regard to the San Marino property, Ezell James stated that two non-profit organizations submitted proposals for the renovation project and we are currently awaiting additional information requested. 4 Housing Commission Minutes IX. ADJOURNMENT March 9, 2005 With members of the Housing Commission concurrence, Chairman Roger Dash adjourned the meeting at 4:39 p.m. The next meeting will be held on April 13, 05.
