PALM DESERT HOUSING AUTHORITY MEETING
THURSDAY, APRIL 14, 2005
CIVIC CENTER COUNCIL CHAMBER
I. CALL TO ORDER
Chairman Crites convened the meeting at 3:00 p.m.

With Authority Board concurrence, Chairman Crites adjourned the meeting to
Closed Session for the City Council and Redevelopment Agency at 3:04 p.m. He
reconvened the meeting at 4:00 p.m.

III. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of March 24, 2005.
Rec: Approve as presented.
Upon motion by Ferguson, second by Kelly, the Consent Calendar was approved
as presented by a 5-0 vote.

VI. NEW BUSINESS
A. REQUEST FOR AUTHORIZATION FOR RPM COMPANY TO ENTER INTO
CONTRACT FOR REWIRING UNITS AT HOUSING AUTHORITY
PROPERTY KNOWN AS CALIFORNIA VILLAS.
Member Benson moved to, by Minute Motion, authorize RPM Company to enter into
contract with Aavco Electric, Whittier, California, to rewire an increased number of units
per month at the property known as California Villas for a cost of up to $2,400 per unit and
a total cost not to exceed $200,000 — funds have been appropriated in the FY 2004/05
Housing Authority Operating Budget, Account No. 871-8680-466-4050. Motion was
seconded by Spiegel and carried by a 5-0 vote.
B. REQUEST FORAUTHORIZATION FOR RPM COMPANY TO ENTER INTO
CONTRACT FOR REPLACEMENT OF CONCRETE BOILER
ENCLOSURES AT THE HOUSING AUTHORITY PROPERTY KNOWN AS
ONE QUAIL PLACE.
Vice Chairman Ferguson moved to, by Minute Motion, authorize RPM Company to
enter into contract with 3-D Panel North Distributors, Palm Desert, California, for
replacement of 10 boiler enclosures located at One Quail Place in an amount not to
exceed $72,000 — funds have been appropriated in the FY 2004/05 Housing Authority
Capital Budget, Account No. 871-8660-466-4050. Motion was seconded by Spiegel and
carried by a 5-0 vote.

C. CONSIDERATION OF A MANAGEMENT FEE INCREASE PURSUANT TO
SECTION 27 (a) OF THE AGREEMENT FOR MANAGEMENT SERVICES
WITH RPM COMPANY (CONTRACT NO. HA23240).
Member Spiegel moved to, by Minute Motion, authorize a $1.00 per door
management fee increase pursuant to Section 27 (a) of the Agreement for Management
Services by and between the Palm Desert Housing Authority and Ray, Douglas, Ann, and
Patrick Inc., a.k.a. RPM Company, Lodi, California. Motion was seconded by Kelly and
carried by a 5-0 vote.
Member Benson noted that the Housing Authority Properties were looking
great, and she encouraged her colleagues who hadn't participated in the
recent tour go and see for themselves. Further, she said the units were not
only a source of pride for the City, but their residents, too, were very proud
of their surroundings. She commended staff and RPM Company for a job
well done.

With Housing Authority Board concurrence, Chairman Crites adjourned the meeting
at 5:22 p.m.
