CALL TO ORDER Vice -Chair Jane Turner convened the meeting at 3:30 p.m. II. ORAL COMMUNICATIONS 1 Housing Commission Minutes June 8, 2005 IV. CONSENT CALENDAR A. MINUTES of the Regular Housing Commission meeting of May 11, 2005 With a Motion made by Leo Sullivan and seconded by Larry Saindon the minutes were unanimously approved. V. REPORTS AND REMARKS A. COMMISSION REPORTS No reports. B. RPM MONTHLY STATUS REPORT The Monthly Status Report for May was reviewed by the Commission. C. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT Report # 1 for April was reviewed by the Commission. D. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT Report #2 for April was reviewed by the Commission. E. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES) James Conway reviewed the update on the Housing Authority properties provided to the Commission. Upon question, James provided an update on the status of incorporating ADA ramps at Las Serenas. He indicated he is working with a firm to assess the property and prepare a report in order to request proposals from contractors to begin the work. All work performed will be in accordance with ADA requirements. Linda Ward asked that staff review the removal of seasonal flowers at Las Serenas and asked if a different type of flower or plant suitable for all year would be a better solution. It was explained that the oversight of the 2 Housing Commission Minutes June 8, 2005 landscape maintenance of all nine properties are now handled by the City's Landscape Manager and the request will be forwarded to him for comment and/or suggestions. Also addressed were the hours of the clubhouse at Las Serenas on Saturdays and Sundays. It was noted that no activities were scheduled on the weekends. The mail room and laundry facility remain open on the weekends. Teresa Vakili will work with staff to survey the residents. VI. NEW BUSINESS A. Renewal of Contract with Courtesy Patrol Services Rec: By Minute Motion: That the Housing Commission forwards the recommendation to the Palm Desert Housing Authority Board to authorize RPM Company to enter into a contract with O'Linn Executive Security Service, Inc. in the amount of $13.00 per billed hour for courtesy patrol services at One Quail Place and California Villas and $13.50 per billed hour for foot, travel and response services at Laguna Palms, Neighbors, Desert Pointe, and Taos Palms. Action: Motion was made by Larry Saindon and seconded by Leo Sullivan to forward recommendation and was approved by unanimous vote, with Roger Dash absent. Clarification was made to the additional per hour cost of .50 at Laguna Palms, Neighbors, Desert Pointe and Taos Palms due to these properties requiring travel between these properties on an as needed basis. B. Renewal of Contract with Liberty Landscaping Rec: By Minute Motion: That the Housing Commission forwards the recommendation to the Palm Desert Housing Authority Board to authorize RPM Company to enter into a contract with Liberty Landscaping services in the aggregate amount of $23,868 per month for landscaping services for nine Housing Authority Properties. 3 Housing Commission Minutes June 8, 2005 Action: Motion was made by Linda Ward and seconded by Larry Saindon to forward recommendation and was approved by unanimous vote, with Roger Dash absent. Janet Moore reviewed the staff report to renew the Contract with Liberty Landscaping. She stated that a new proposal was provided by Liberty and was reviewed and acceptable by the Landscape Manager and as well as RPM Company. Linda Ward commented that she was pleased with Liberty Landscape and that Las Serenas has improved over the years. C. Palm Desert Housing Authority Vendor List Rec: By Minute Motion: That the Housing Commission forwards the recommendation to the Palm Desert Housing Authority to authorize RPM Company to utilize the vendors on the Palm Desert Housing Authority Vendor List for purposes of providing recurring, routine services, supplies, and maintenance to the Housing Authority Properties. Action: Motion was made by Leo Sullivan and seconded by Carrie McLeod to forward recommendation and was approved by unanimous vote, with Roger Dash absent. Janet Moore explained the purpose for the Vendor List and how it will allow RPM Company the ability to utilize companies for services and supplies as needed to operate the properties and get work done within reasonable time frames. It was noted that the Vendor List will be updated as needed. VII. CONTINUED BUSINESS VIII. INFORMATIONAL ITEMS A. HOUSING AUTHORITY NEWSLETTER (JUNE) Newsletters were reviewed by the Commission. B. AGENCY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission 4 Housing Commission Minutes June 8, 2005 for review. C. PALM VILLAGE APARTMENTS Dave Yrigoyen reported that construction is in progress for the Palm Village Apartments. D. CATALINA GARDENS/PUEBLOS COMMUNITY ROOM/ PHASE II 18 ACRE SITE UPDATE: Dave Yrigoyen reviewed the update provided to the Commission. It was reported that the City Council has authorized the Agency to negotiate with Community Dynamics to develop the senior units and the single family homes on the 20 acre site. IX. ADJOURNMENT Staff was asked if the Housing Commission will meet in August of which Janet Moore responded that due to the Authority Board's summer schedule there will not be any action items and therefore, the Commission agreed to postpone August meeting and combine it with the next meeting on September 7.
