REQUEST: AUTHORIZE RPM TO AWARD CONTRACT TO KENT WESTFALL
PLASTER SERVICE TO RESURFACE THE INTERIOR OF THE
POOL AND SPA AT THE HOUSING AUTHORITY PROPERTY

Recommendation:
By Minute Motion, that the Palm Desert Housing Authority authorize RPM to
award pool resurfacing contracts to Kent Westfall Plaster Service (Indio,
California) in the amount of $13,456.00 for the interior resurfacing of the pool
and spa at California Villas. The funds have been appropriated in the 2005-
2006 Housing Authority operating budget for replacement expenses.
Executive Summary:
Staff has received a request from our property management company, RPM, to resurface
the pool and spa at California Villas. Riverside County Health Department conducted the
annual inspection and advised that it would be necessary to re-plaster the interior of the
pool and spa in the near future. Staff recommends that the re-plastering of the interior of
the pool and spa be done now. If staff’s recommendation is rejected, the pools will
continue to deteriorate and the cost of repairs would continue to escalate.
Discussion:
In March of 2003, the Palm Desert Redevelopment Agency acquired the 141-unit
apartment complex now known as California Villas. The roughness of the pool plaster has
created several issues: one being higher maintenance to keep pool condition at an
acceptable level; and the exposure of hands/feet to unpleasant abrasive surfaces. The
pool upgrade process will involve draining the pool with demolition work to include
complete plaster removal, removal of waterline tile and recessed wall step. The
resurfacing process will include three coats of white finish plaster, new waterline tile, a
depth marker stripe, along with new wall steps and a powder coated entry rail.

The company is available to begin the work immediately, and will complete the project prior
to the exterior building renovations, which are scheduled to begin the first quarter of 2006.

received:

Staff recommends authorizing RPM to award contract to Kent Westfall Plastering Service
for the pool and spa re-plastering at California Villas.
