TO INSTALL PLAYGROUND EQUIPMENTAT ONE QUAIL PLACE SUBMITTED BY: JANET MOORE, HOUSING AUTHORITY ADMINISTRATOR JANIS STEELE, PARKS AND RECREATION SERVICES MANAGER DATE: DECEMBER 8, 2005 CONTENTS: PLAYGROUND DESIGN AND PROPOSAL Recommendation: By Minute Motion: 1) Authorize RPM Company to enter into contract with Dave Bang Associates, Inc. to install playground equipment at One Quail Place 2) Appropriate $65,747.99 plus 10% contingency to account number 871-8660-466-3311. 3) Authorize the Executive Director to approve use of contingency by RPM Company upon written request with justification. Executive Summarv: The playground equipment at One Quail is in need of complete replacement. The current equipment is outdated and repairs are becoming more and more difficult because parts are not available. Failure to approve this request may cause the playground to be closed from time to time for repairs, and replacement will still be imminent. Discussion: The playground equipment that is currently installed at One Quail Place has been there since we purchased the property in 1998. We do not knowwhen itwas actually installed, however, it appears to be quite old and needs to be completely replaced. Randy Chavez, Landscape Inspector and Certified Playground Inspector, has inspected the equipment at One Quail Place for the last 12 months. During that time he has indicated that the equipment is old and outdated and needs extensive work to keep it safe. The Authority posted a request for proposals for the complete replacement of the playground equipmenf at One Quail Place. The request for proposals explained that the proposal that best fit the City's vision for the site would be selected. Four companies submitted proposals, however, only two of the proposals received had designs that utilized the site to its full potential using the existing shade structure and included the play equipment that is most appropriate for the site. STAFF REPORT ONE QUAIL PLACE - PLAYGROUND EQUIPMENT DECEMBER 8, 2005 PAGE 2 The following proposals were received but did not include full utilization of site: 1) RFL Company 2) Gothan Playgrounds 3.b) Coast (Option B) Equipment too limited; no design for swings was included or any use of existing shade structure. Equipment too limited and condensed for the site; swings are only for toddlers. Equipment too limited and condensed for the site and does not utilize existing shade structure. The following proposals were received with proper utilization of site: 3.a) Coast (Option A) $78, 066.21 Equipment okay but does not utilize existing shade structure. 4) Dave Bang $65,749.99 Best utilization of site and existing shade structure swings included for both youth and toddler. The proposals and designs were reviewed by the City's certified playground inspectors, the Parks and Recreation Services Manager, the Housing Authority Manager and the Regional Property Manager. All agreed that the proposal received with the best utilization and the lower of the two in cost was the best design for the site.
