Recommendation:
By Minute Motion, that the Palm Desert Housing Authority authorize RPM to
enter into a contract for the 2005-2006 fiscal year beginning July 1, 2005,
with O'Linn Executive Security Service, Inc. in the amount of $13.00 per
billed hour for courtesy patrol services at One Quail Place and California
Villas, and $13.50 per billed hour for foot, travel and response services at
Laguna Palms, Neighbors, Desert Pointe and Taos Palms. The funds have
been appropriated in the 2005-2006 Housing Authority operating budget
under contract services.
Executive Summary:
Approval of this request will maintain the current courtesy patrol service provider for one
additional year. The "safety" nature of their service has shown beneficial results at our
communities due to the continuity of their presence and personal recognition of officers by
our residents.
Discussion:
RPM Management Company is responsible for the daily operations of all nine of the
Housing Authority Properties. During the last year staff found that it became increasing
important to maintain continuity of contracts for courtesy patrol services. Personal
recognition has given our residents the peace of mind in knowing that there are patrol
officers on the property.

A change of service providers will create a sense of unease that is unnecessary given the
"safety" nature of their service. RPM has indicated both their own and the residents
appreciation for these services, especially during off -hours. With the service providers
knowledge of the properties and their recognition of the residents, it is clear that renewing
their contract would be beneficial to the properties.
O'Linn was the lowest bidder during the 2004-05 fiscal year and is requesting a 25 cent
increase per hour from $12.75 to $13.00 per hour. The next lowest bid from the 2004-05
bids was $14.50 per hour. This makes a per hour cost of $13.00 at One Quail Place and
California Villas, which includes foot patrol officers on the property for specified hours.
Laguna Palms, Neighbors, Desert Pointe and Taos Palms are charged an additional 50
cents per hour ($13.50 per hour) to cover travel between these properties. The additional
per hour cost is attributable to the added costs of travel, as well as 'response' services to
managers and tenants in lieu of an actual mileage reimbursement. The expected annual
cost is $147,145, but based on the "safety" nature of their services, services will be
provided on an "as -needed" basis.
Staff has reviewed RPM's request to enter into a renewal contract with O'Linn Security
Service, Inc. for courtesy patrol services. Staff recommends approval of this renewal
contract in order to maintain the continuity of service for courtesy patrol. The Housing
Commission reviewed and approved this recommendation at its regular meeting of June
8, 2005.
