I. CALL TO ORDER
Chair Roger Dash convened the meeting at 3:30 p.m.

IV. CONSENT CALENDAR
A. MINUTES of the Regular Housing Commission meeting of March 9, 2005
With a Motion made by Leo Sullivan and seconded by Larry Saindon the
minutes were unanimously approved.
V. REPORTS AND REMARKS
A. COMMISSION REPORTS
No reports.
B. REPORT BY DAVE ERWIN REGARDING THE BROWN ACT
City Attorney Dave Erwin was introduced, and discussed the laws pertaining
to the Brown Act and potential Conflict of Interest concerns. He emphasized
the importance of discussing agenda items at regular scheduled meetings
as opposed to meeting outside this forum, as it is a violation of the Brown
Act.
C. SUMMARY OF CITY COUNCIL AND REDEVELOPMENT AGENCY
AGENDA ITEMS
Janet Moore reviewed the memo provided to the Commission of agenda
items and actions.
D. RPM MONTHLY STATUS REPORT
The Monthly Status Report for March was reviewed by the Commission.
Leo Sullivan inquired as to low percentages of occupancy on the properties
with the exception of California Villas and Laguna Palms. Teresa Vakili
stated there was no particular reason to report but that it fluctuates during
certain times of the year.

E. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT
Report # 1 for February was reviewed by the Commission.
Jane Turner made reference to the market rate units on the Report and
asked if those units affect applicants in need of affordable housing. Janet
Moore stated that based on the annual re -certifications of all tenants, some
incomes will exceed what the market level rent is, so they pay market rent,
but are still considered affordable because their incomes are still within the
accepted affordable maximum income (AMI). She furthered stated that staff
is in the process of completing a formal survey of rental rates for all the
properties.
F. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT
Report #2 for February was reviewed by the Commission.
Jane Turner asked for clarification in the losses noted per property on the
report. Janet Moore explained that the negative figures resulted from work
completed in the months of January, February and March. Because the
financial statements are completed in December for the prior year, the
amounts are not carried over from the prior year until then. Items carried
over from the previous year are usually completed during these 3 months.
G. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES)
James Conway reviewed the update on the Housing Authority properties
provided to the Commission.
H. PALM DESERT HOUSING AUTHORITY RESIDENT SURVEY (JANET)
Commission was provided with the results of the survey mailed to all housing
authority tenants.
Janet Moore stated that although the percentage of responses received were
low, they were comparable to last year and the overall report was
acceptable. There was discussion regarding the results and the number of
responses and who typically responds.

VI. NEW BUSINESS
A. RPM Company Fee Increase
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to authorize a $1.00 per door management
fee increase of the Agreement for Management Services with RPM
Company
Action:
Motion was made by Jane Turner and seconded by Linda Ward to
approve and forward the recommendation to the Palm Desert Housing
Authority Board to authorize a $1.00 per door management fee increase
of the Agreement for Management Services with RPM Company.
Janet Moore reviewed the staff report stating that it is within RPM
Company's contract to increase their fee by $1.00 per door annually. This
will be effective July 1, 2005. She reiterated that the surveys are taken into
consideration as well as the input from our Housing tour.
Larry Saindon questioned if a consideration had been made with regard to
limiting the amount of increase in the contract. Janet Moore stated that the
increase is limited by the contract itself because it is only a two year contract.
B. Boiler Enclosures - One Quail Place
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to authorize RPM to enter into an agreement
with 3-D Panel North Distributors for the replacement of 10 concrete boiler
enclosures at the Housing Authority property known as One Quail Place
Action:
Motion was made by Leo Sullivan and seconded by Larry Saindon to
approve and forward the recommendation to the Palm Desert Housing
Authority Board to authorize RPM to enter into an agreement with 3-D

Panel North Distributors for the replacement of 10 concrete boiler
enclosures at the Housing Authority property known as One Quail
Place.
C. Electrical Rewiring of Units - California Villas
Rec: By Minute Motion:
Action:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to authorize RPM to enter into an agreement
with AAVCO Electric, Inc. in order to increase the number of units rewired
per month at the Housing Authority property known as California Villas
Motion was made by Leo Sullivan and seconded by Larry Saindon to
approve and forward the recommendation to the Palm Desert Housing
Authority Board to authorize RPM to enter into an agreement with
AAVCO Electric, Inc. in order to increase the number of units rewired
per month atthe Housing Authority property known as California Villas.
It was explained that the rewiring work will be in conjunction with the
rehabilitation of the units and will not impact the vacancy rate.
D. 2005-2006 Housing Authority Budget
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Financial
Director to include the 2005-2006 Palm Desert Housing Authority Operating,
Capital, and Replacement Budgets in the City of Palm Desert's
Comprehensive Finance Plan for 2005-2006 to be presented to the Housing
Authority Board for approval at a future meeting.
Action:
Motion was made by Jane Turner and seconded by Larry Saindon to
approve and forward the recommendation to the Financial Director to

Leo Sullivan requested that future budget information should be mailed prior
to mailing the Agenda packets to allow sufficient time to review.
E. Housing Cooperation Agreement - DRAFT
Rec: By Minute Motion:
Action:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority to enter into a Housing Cooperation Agreement
by and between the Palm Desert Redevelopment Agency and the Housing
Authority.
Motion was made by Jane Turner and seconded by Linda Ward to
approve and forward the recommendation to the Palm Desert Housing
Authority to enter into a Housing Cooperation Agreement by and
between the Palm Desert Redevelopment Agency and the Housing
Authority.
The staff report was presented in draft form, a question was raised regarding
revisions and whether it would be brought back to the Commission for final
review. Janet Moore stated that if substantial changes are made to the report
then it will be brought back to this Commission, otherwise it will be finalized
and forwarded to Redevelopment Agency and Housing Authority Boards for
approval.
Janet Moore briefed the Commission as to the basis for entering into a
contract between the Agency and the Authority.
Staff explained that the agreement is basically to plan, undertake, construct,
and fund Housing projects such as the 26 senior housing units, 94 single-
family homes, and 14 self-help homes. It is anticipated that the Agency will
own the 26 unit complex and the Authority will operate them, however, Justin
McCarthy noted that the Agency Board makes the final determination.

A. HOUSING AUTHORITY NEWSLETTER (APRIL)

Newsletters were reviewed by the Commission.
B. AGENCY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program was provided to the Commission
for review.
A question was raised with regard to constructing additional rooms. It was
explained that it is within the parameters of the program in order to alleviate
overcrowding in a home.
C. PALM VILLAGE APARTMENTS
Bryce White reported that the contractor awarded for this project has submitted the
necessary documents required by the bond company, and will move forward with
construction.
D. CATALINA GARDENS/PUEBLOS COMMUNITY ROOM/ PHASE II 18 ACRE
SITE UPDATE:
Ezell James reviewed the update provided to the Commission for review.
Referencing the 20 acre site, Ezell James stated that the deadline to submit
proposals is April 18. To date, eight developers indicated they will submit a
proposal.
IX. ADJOURNMENT
With members of the Housing Commission concurrence, Chairman Roger Dash
adjourned the meeting at 4:55 p.m. The next meeting will be held on May 11,
2005.
