Authorize Change Order No. 1 for Portrait Homes, Inc., in an amount not to exceed $657,000.00 to: a. perform precautionary encapsulation of asbestos containing material (ACM) along with unit cleaning of occupied units in an amount not to exceed $340,000; b. add water heater closet upgrades in an amount not to exceed $160,000; c. authorize ACM removal in an amount not -to -exceed $96,000; d. perform ACM removal for five unoccupied units in the amount of $36,000; and e. relocate several Time Warner and Verizon pedestals throughout the property in the amount of $25,000; 2. Approve the addition of specialty subcontractors to the previously identified list of approved subcontractors in order to perform work not contained in the original scope of the project. 3. Approve appropriation of change order amount from Account No. 871-8680-466-4001. 4. Authorize Chairman to execute any documents necessary to effectuate the Change Order. Staff Report Portrait Homes, Inc., Change Order No. 1 April 27, 2006 Executive Summary: Approval of this request will authorize Change Order No. 1 to Portrait Homes, Inc., to conduct the additional work required that was not included in the original scope of work and includes upgrades to the water heater system, relocating utility pedestals, precautionary encapsulation of certain interior building materials containing low concentrations of asbestos, and other methods to control possible releases of ACM during the exterior renovations. Failure to approve the above stated change orders will delay the issuance of the Notice to Proceed for the exterior renovations. Discussion: In March 2003, the Redevelopment Agency acquired the property known as California Villas. Due to the extent of renovations that is expected staff has spent the better part of the last two years working diligently to prepare construction documents and go through the bid process. During that time we had several challenges including determining the extent of the renovations, the construction environment itself, a change in architects, and the challenges that the overall age of the buildings presents. In March 2006, the Housing Authority approved a contract with Portrait Homes, Inc., to conduct the exterior renovations to all ten buildings throughout the complex. Portrait Homes, along with staff and the architect, identified a solution to one area that was still of concern and that was the capacity of the existing water heaters. The suggested upgrade would be to add similar water heaters on both sides of the buildings, which would increase the capacity from one 30-gallon unit for four units to one 40-gallon unit for two units. Shut-off valves would also be installed in the event one of the two heaters became inoperable, one could be utilized until repairs are made. Certain utility pedestals throughout the property need to be relocated outside of new construction zones. The new pedestal locations will be positioned so that they will compliment the future site improvements. Given the age of the units and prior to commencing exterior renovation, an environmental survey was conducted to identify any hazardous material that could be dislodged during the construction process such as lead based paint or ACM. The survey identified the presence of isolated material in roofing mastic or low levels of such material in the common "popcorn" acoustic ceiling finish. A plan was devised to remove, encapsulate, or otherwise mitigate the potential disturbance of the materials during the exterior construction process. As an additional precaution, all units in a building will be vacated during the sandblasting and roof construction, and at other times as needed, to ensure the safety of the residents, and will be inspected daily to insure such material has not been dislodged. After construction, a final inspection and cleaning will be conducted of each unit. Portrait Homes has completed several projects requiring remediation of hazardous material and we are more than qualified to coordinate and supervise both procedures. The additional time to perform this work will not impact the project price any more than the cost of the workand our profit and overhead. If there are not any unforeseen problems we should be able to complete the project as per our schedule. Portrait Homes has asked three abatement contractors to look at this project and have received there proposals for the scope of work.
