REQUEST: AUTHORIZE RPM TO AWARD CONTRACT TO DESERT
CONCRETE TO PROVIDE ADA ACCESSIBLE RAMPS AND
WALKWAY IMPROVEMENTS FOR THE HOUSING COMPLEXES
KNOWN AS LAS SERENAS, CATALINA GARDENS AND ONE
QUAIL PLACE

Recommendation:
By Minute Motion,that the Palm Desert Housing Authority authorize RPM to award a
contract to Desert Concrete (Rancho Mirage, California) for;
1) An amount of $17,687.00 for additional access ramps at the housing authority
property known as Las Serenas;
2) An amount of$6,846.00 for sidewalk/ramp modification at the Catalina Gardens
complex;
3) An amount of$1,768.00 for punching 200 holes through the river rock bed liner
for percolation at the property known as One Quail Place; and
4) Authorize Finance Director to appropriate the funds in the amount of
$ 17,687.00 to account no. 871-8640-466-3310 for Las Serenas,
$ 6,846.00 to 871-8620-466-3310 for Catalina Gardens and
$1,768.00 to 871-8660-466-3310 for One Quail Place; for a total of$26,301.00.
Executive Summary:
Staff has determined that additional access ramps and walkway upgrades are necessary in certain
locations throughout our complexes. Housing staff along with the building department and National
Access Consultants have concurred that upgrades are necessary and warranted.
Discussion:
The properties operated by the Housing Authority known as Las Serenas, Catalina Gardens and
One Quail Place are in need of concrete modifications. Las Serenas needs several ADA compliant
ramps installed to provide safe travel throughout the complex. Catalina Gardens with the new
Community Room nearing completion needs a new ADA compliant ramp installed along with some
grade transitional sidewalk repairs. One Quail Place has had some recent issues with standing
water in the river rock beds that will be addressed by creating percolation holes through the concrete

liner that will eliminate potential health concerns and allow for proper drainage.
Desert Concrete has done work on our properties in the past and understands the requirement to
work with our management company to insure safe passage for our residents throughout the
duration of the construction process.
The following concrete proposals were received:
WORK:
Las Serenas (8) Ramps modified / constructed
Catalina Gardens (1) ramp and various sidewalk upgrades
One Quail Place (200) holes punched through river rock bed for drainage
PROPOSALS: (the following amounts represent the totals for all 3 projects)
Desert Concrete (Rancho Mirage) $26,301.00
Desert Concepts (Bermuda Dunes) $28,810.00
ARC Concrete (Indio) $35000.00
Staff recommends authorizing RPM to award contract to Desert Concrete for the concrete repairs for
Las Serenas, Catalina Gardens and One Quail Place.
