Authorize Change Order No. 1 in the amount of $36,052 for Petronella Corporation for additional labor and materials to complete the carport re -roofing project; 2. Approve appropriation of $36,052 from unobligated Housing Authority funds for account number 871-8660-466-4001; and 3. Authorize Chairman to execute any documents necessary to effectuate the Change Order. Executive Summary: Approval of this request will allow Petronella Corporation to complete the carport re -roofing project. This Change Order provides the additional amount required for the work required outside of the original bid specifications. Failure to approve the request will impact the completion of the project. Discussion: The Housing Authority owns the 384-unit complex located at 72-600 Fred Waring Drive known as One Quail Place. On March 22, 2006, a Notice to Proceed was issued to re -roof the 59 carports located throughout the complex. The carports were original roofing Staff Report Petronella Corporation Change Order No. 1 July 13, 2006 materials and were long overdue for re -roofing. In order to preserve the supporting structure of the carports, it was necessary that the roofing material be replaced. Based on an engineering estimate and visible inspections by Staff, the Bid Specifications and Bid Documents included an allowance of six plywood sheets per carport. Also included was replacement of four rafters per carport based on the assumption that some rafters may have been impacted by the roof failure. It became clear at the start of construction that the actual number of plywood sheets and rafters would be close to the original estimate; however, some carports needed additional work, which caused the original estimate to be exceeded. The work is pending completion and Staff, the structural engineer, and the Building Department are satisfied with the work performed. Staff agrees that the additional roof sheeting and rafter replacement is accurate and, therefore, recommends approval of the additional $36,052 for material and labor needed to complete the project.
