Authorize Change Order No. 2 for Portrait Homes, Inc., in an amount not to exceed $110,165.15 for the exterior renovations at the Housing Authority Property known as California Villas. 2. Approve appropriation of change order amount from Account No. 871-8680-466-4001. 3. Authorize Chairman to execute any documents necessary to effectuate the Change Order. Executive Summary: Approval of this request will authorize Change Order No. 2 to Portrait Homes, Inc., to conduct the additional work required that was not included in the original scope of work and includes upgrades to the patio privacy walls, the roof sheeting material, the relocation of certain Verizon utilities on site, the upgrade of unit entry doors from panel slab doors to raised panel doors, and new unit identification numbers. Approval of the above stated change order will enable the project to move forward and will enhance the overall appearance of the property. Discussion: In March 2003, the Redevelopment Agency acquired the property known as California Villas. Staff, the architect, the design team, and the contractor have worked diligently to Staff Report Portrait Homes, Inc., Change Order No. 2 July 13, 2006 Page 2 of 2 get this project started. Sandblasting of all of the buildings and demolition throughout the project has been completed on eight of the ten buildings. Additionally, all ten buildings have had the precautionary encapsulation for Asbestos Containing Material (ACM) completed. During construction meetings, the contractor has recommended upgrades which are structurally necessary as well as aesthetic improvements. The recently demolished patio walls need to be reinforced with structural steel and be regrouted. This provides long-term benefits to the walls. The contractor is also proposing to upgrade the roof sheathing to solar shield sheathing with a higher R-value, which will provide additional energy efficiency. The unit entry doors were originally called out to be slab panel doors. Staff is recommending an upgrade of the unit entry doors to raised panel doors that will compliment the exterior renovations. Another upgrade that will enhance the exterior renovations is the addition of building and address numbers, which were not part of the original scope of work. Numbers made of powder -coated rebar are recommended and will match the surrounding trellises. In addition, Verizon has had to relocate some of the phone lines and utility pedestals within the site to accommodate the renovations. The items included in Change Order Number 2 have been reviewed and approved by the architect and staff who are in agreement that they will enhance the overall design of the project. The total cost added to the project for both Change Order Number 1 (excluding the precautionary and abatement of ACM) and the requested Change Order Number 2 is less than 5 percent. Therefore, in order to ensure the best possible end product, staff recommends approval of Change Order No. 2.
