HA- n TO HARRIS & ASSOCIATES FOR CONSTRUCTION MANAGEMENT SERVICES FOR THE EXTERIOR RENOVATION WORK AT CALIFORNIA VILLAS LAURI AYLAIAN, REDEVELOPMENT MANAGER HARRIS & ASSOCIATES 74-333 HIGHWAY 111 PALM DESERT, CA 92260 MAY 11, 2006 CONTRACT NO. HA-_23650A By Minute Motion, that the Housing Authority Board: 1. Authorize award of a professional services agreement (Contract No. HA- 23659A) to Harris & Associates in the amount of $149,760 for construction management services for the exterior renovations of the California Villas; 2. Authorize Finance Director to set aside $14,976 as 10% contingency (use of contingency requires additional action); and 3. Authorize the Chairman to execute said contract. Funds are available in Account No. 871-8680-466-4001. Executive Summary: Acceptance of staff's recommendation will result in replacement of the current consulting construction manager for the California Villas renovation project with another firm for the remainder of the project. Replacement of the existing firm is necessary to provide an appropriate level of construction administration, inspection, and contractor oversight on this project. Discussion: In July 2004, an agreement was executed with V2C Group, Inc. to perform construction management services for the California Villas renovation project. Under that agreement, the design, bidding, and contract award phases for the exterior renovations portion of the project was completed, and design of the civil site improvements and landscaping was substantially completed. Villas Exterior Renovation Project Page 2 of 2 May 11, 2006 The schedule for the renovation work has been extended much longer than was anticipated due to a number of changes, discoveries regarding existing conditions, and other factors that were beyond the control of V2C. At this point, the construction contract has been awarded to Portrait Homes (Corona, California) and the Notice to Proceed has been issued. V2C Group, Inc. will now not be able to complete the construction management work to the level of service required by the Housing Authority, and therefore, staff has endeavored to identify a suitable replacement firm. Toward that end, several additional professional services firms on the pre -qualified Consultants' List for 2006 were contacted and asked to review the scope of work, their existing commitments, and the schedule under which the project will be constructed. Harris & Associates was able to provide a proposal for construction management services through the construction phase of the exterior renovation work, and is able to commit the appropriate time and manpower to assure completion of the project in accordance with the standards expected by the Housing Authority. Therefore, staff requests the award of the subject contract in the amount of $149,760 plus allocation of ten percent of the contract amount ($14,976) for contingency to cover changes in the project scope that are likely to occur during the course of the construction of the exterior renovations. Harris & Associates has also provided a proposal for providing construction management and inspection services for the surrounding site work and landscape renovation. Although staff intends to use Harris & Associates to provide those services, the duration of the construction work and the extent of services that will be required has not been defined clearly enough to recommend contract approval at this time. Staff will return to the Housing Authority at a future date to request authorization to extend the contract services to cover this next phase of renovation work.
