Mendoza, Deputy City Clerk Upon a motion by Ferguson, second by Spiegel, and 5-0 vote of the Authority Board, Chairman Kelly adjourned the meeting to Closed Session of the City Council at 3:05 p.m. He reconvened the meeting at 4:01 p.m. DRAFT PRELIMINARY MINUTES PALM DESERT HOUSING AUTHORITY MEETING JANUARY 25, 2007 III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of January 11, 2007. Rec: Approve as presented. Upon motion by Ferguson, second by Spiegel,the Consent Calendar was approved as presented by a 5-0 vote of the Authority Board. IV. CONSENT ITEMS HELD OVER None V. RESOLUTIONS None VI. NEW BUSINESS None VII. CONTINUED BUSINESS None VIII. OLD BUSINESS A. REQUEST FOR AUTHORIZATION TO AWARD CONTRACT FOR INTERIOR, EXTERIOR, AND SITE RENOVATIONS AT THE HOUSING AUTHORITY PROPERTY KNOWN AS LAGUNA PALMS (CONTRACT NO. HA25760). Member Spiegel noted only one bid was received for a project worth more than $5 million. Project CoordinatorJames Conway explained an extensive outreach to more than 300 contractors and subcontractors was conducted with the assistance of the Construction Management firm. In addition, staff held a pre-bid meeting with attendance from 22 companies. The project presented the appearance of a lot of traction, unfortunately, only one bid was submitted. Responding to question, Mr. Conway replied the Construction Management and staff reached out to some companies for feedback and their response was that they had other projects that were newer and more appealing, bonding issues, commitments to other projects they could not finish in time, and redevelopment and renovation like this project was complicated. He 2 DRAFT PRELIMINARY MINUTES PALM DESERT HOUSING AUTHORITY MEETING JANUARY 25, 2007 pointed out that similar projects in the past received no bids. Responding to questions, Mr. Conway replied there were 48 units. Vice Chairman Benson asked if it would be cheaper to tear them all down and start over. Mr.Conway replied initial estimates indicate they would cost about$100,000. Considering that only one bid was received, staff consulted with senior estimators through the Construction Management firms, reviewed Portrait Homes line item and was reviewed by the architect, to verify the cost was appropriate, fair and reasonable. Mr. McCarthy added that production of new units cost about$200,000 a unit. If a demolition was done, a great cost of abatement would be incurred. He went on to say, the cost of acquisition and cost of rehabilitation ranged about$160,000 per unit. He said renovation would be less expensive. Responding to question, he replied the units could provide a longevity of 30-35 years once they're finished. Responding to question regarding the tenants, Mr. McCarthy stated the tenants were permitted to abate over time and only four units remain occupied. Those tenants will be relocated in the interim with the intent to do the rehabilitation with the property vacant. Member Finerty asked what the anticipated time span of the project. Mr. Conway replied it would take 210 calendar days. Responding to question, he said the City already had an existing waiting list for people to move in once the units were ready. Member Spiegel moved to, by Minute Motion: 1) Authorize award of the subject contract to Portrait Homes, Inc., Corona, California, in the amount of $5,047,924; 2) authorize the Director of Finance to set aside the amount of $504,792 as 10% contingency for the project(use of contingency requires additional action); 3)authorize the Chairman to execute the contract; 4) appropriate $2,400,000 to Account No.871-8610-466-4001 from Account No.870-4481-464-4001;5)appropriate$3,152,716 to Account No. 871-8610-466-4001 from Unobligated Housing Authority Funds.
