Recommendation:
By Minute Motion that the Palm Desert Housing Authority approve Amendment
No. 1 in the amount of $33,390 to Contract HA23650A with Harris & Associates
for additional construction management services for the Phase A Exterior
Renovation Project at California Villas.
Funds are available in Account Number 871-8680-466-4001.
Executive Summary:
With the approval of this staff recommendation the Palm Desert Housing Authority will
approve Amendment No. 1 in the amount of $33,390 for additional construction
management services related to California Villas Phase A Exterior Renovations. These
additional services are related to the environmental monitoring and tenant notifications
required by change orders to the construction contract being administered by the
construction manager.
Discussion:
On May 11, 2006, the Housing Authority awarded a contract in the amount of $149,760 to
Harris & Associates to provide construction management services for the Califomia Villas
Phase A Exterior Renovation project. During the course of the exterior renovation, a

number of minor changes were made to the project, including environmental remediation,
fire rated walls, and additional energy related upgrades. These changes impacted the
critical path of the contract and entitled the construction contractor to additional time and
compensation.
As the result of the increased scope of work and duration of the construction contract, the
construction management contract warrants modification to compensate for the additional
professional services required. Amendment No. 1 in the amount of $33,390 provides
compensation for the additional services associated with the increase in scope and
duration. These services include daily monitoring and notifications to residents and
management based on environmental work conducted, and close out documentation to
ensure that all property clearances and activities were performed in compliance with Cal
OSHA and AQMD. This amendment anticipates that the professional services of Harris &
Associates will be required through February 28, 2007. Staff recommends approval of
Amendment No. 1 in order to facilitate a timely completion of the California Villas Phase A
Exterior Renovation project.
The revised contract total, including the subject contract amendment, will be $183,150.
This amount represents approximately 3.2% of the value of the construction contract,
which is well within industry standards for construction management services.
