FOR PORTRAIT HOMES, INC. FOR THE EXTERIOR BUILDING

Recommendation:
By Minute Motion, that the Housing Authority Board:
1. Authorize Change Order No. 3 to Contract No. HA-23650 with Portrait Homes,
Inc., in the amount of $19,689.17 for the addition of one hour fire -rated walls
between each unit in the complex, miscellaneous administration building repairs
and upgrades, and elimination of remaining balances in several contract allowance
items;
2. Authorize Chairman to execute the same; and
3. Authorize Director of Finance to transfer $19,689.17 from contingency to base.
Executive Summary:
Acceptance of this recommendation will authorize miscellaneous additions to and deletions from
the contract scope for exterior building renovations at the Housing Authority property known as
California Villas. Rejection of recommendation would require that some necessary repair and
upgrade work be performed under a separate contract. Staff believes that recommended
change order is the best way to accomplish this work because the work can be performed most
cost effectively by contractors already mobilized on site. Deletions from the contract scope
were made possible by discovery of satisfactory existing structural conditions in some areas
where building, roofing, and siding were removed.
Discussion:
In May 2006, the Housing Authority authorized the Notice to Proceed to Portrait Homes, Inc. of
Corona, California, for the exterior renovations of the buildings at the Housing Authority property
known as California Villas. Renovation efforts are progressing well and to the satisfaction of

staff, the construction management firm, and the architect. It is expected that the contract work
will be completed by the end of January 2007.
Change Order No. 3 includes credits that offset the added costs of the proposed change order.
The majority of the added cost items are made up of two line items. The first item is the addition
of fire -rated walls between the units, which was not part of original contract, but provides health
and safety improvements recommended by staff, the Building Department, and Architect. The
second item involves additional improvements to the administration building. Most of these
improvements were related to adjacent pool, air conditioning, and electrical system upgrades.
These upgrades and repairs were recommended when removal of the roof and siding from the
administrative building provided easy access to the electrical and plumbing utilities serving the
pool equipment and air conditioning system. It makes sense to conduct this work in Phase A
(Building Improvements), as opposed to delaying them to Phase B (Site Improvements) as not
to affect the improvements that are being made to the administration building under the existing
(Phase A) contract. There are also minor additional costs in the change order that are related to
stucco, door, and window treatments, as well as some new walls that were planned for Phase B
that makes sense to incorporate into Phase A.
Credits in the change order stem from the unused portion of allowances that were part of the
contract. They include several items, one of which was an allowance for truss replacement in
the event of damage or failure in the roof system, which were not used. Additionally there were
allowances for a new pony wall and a thickened garden wall that was not required in specific
locations. Staff, the construction management firm, and the architect believe that Change Order
No. 3 with the proposed changes represents a fair value for the changed work. Portrait Homes
has the ability to conduct this work as a part of the current contract.
