HA 23650B ) TO HARRIS & ASSOCIATES IN THE AMOUNT OF $135,240.00, PLUS REIMBURSABLE EXPENSES OF $5,000.00 FOR CONSTRUCTION MANAGEMENT SERVICES FOR PHASE B (SITE IMPROVEMENTS) OF THE CALIFORNIA VILLAS REHABILITATION PROJECT JAMES CONWAY, PROJECT COORDINATOR HARRIS & ASSOCIATES 74-333 HIGHWAY 111, SUITE 101 PALM DESERT, CA 92260 JANUARY 11, 2007 PROFESSIONAL SERVICES AGREEMENT By Minute Motion that the Palm Desert Housing Authority: 1. Authorize the award of a professional services agreement (Contract No. HA 23650B ) to in the amount not to exceed $135,240.00 plus reimbursable expenses not to exceed $5,000.00 for construction management services for Phase B of the California Villas Rehabilitation Project (Site Improvements); 2. Authorize Chairman to execute said documents; and 3. Authorize the Finance Director to set aside the amount of $13,524.00 as a 10% contingency (use of the contingency requires additional action). Funds are available in Account Number 871-8680-466-4001. Executive Summary: Approval of the staff recommendation will provide professional services necessary to manage Phase B site improvements at California Villas Apartments. The recommended Construction Management firm has successfully provided similar services on Phase A (exterior renovation) of the project. Rejection of staffs recommendation would reduce Staff Report Authorize award of contract for construction management services for Phase B site improvements at California Villas Apartments Page2of3 January 11, 2007 construction oversight controls and could increase the Authority's exposure to construction - related claims. Discussion: California Villas Apartments is a 141-unit apartment complex located in Project Area No. 4 just north of Fred Waring Drive and west of Warner Trail. Since acquiring California Villas Apartments in 2003, several exciting projects have been completed at the complex, including the complete renovation of the community and office areas. Additionally, interior renovation on 120 units was performed, and the exterior renovation of the buildings will be completed in early 2007. Staff has been pleased with the performance of Harris & Associates, the construction management firm that is currently handling the Phase A exterior renovations. Their services have included: performance of inspections during construction; administration of the construction contract; negotiation of change orders; review of pay applications; conducting progress meetings and preparing minutes for those meetings; preparing and maintaining RFI logs and change submittals; and reviewing and approving detailed schedules for performing the work. Phase B will be an extensive site renovation project. In particular, it will include complete removal of all hardscape and replacement with new ADA accessible paths of travel throughout the complex, and new shade parking structures for assigned parking for the complex. The project will also involve a new irrigation system and plant palate that will bring the complex into full compliance with water conservation ordinances both by the City and CVWD. It will also introduce a new maintenance building for the housing of equipment used to maintain the complex, and will provide new signage for the property, and a new ADA accessible entry for the new community room. Because Harris & Associates has been on site for six months and thoroughly understands the project, and because they have performed to all of our expectations, staff recommends the award of the Phase B contract for construction management to Harris & Associates. After a bidding process that should commence in February, construction is expected to begin in March of 2007. Harris & Associates will manage the bidding and award processes as well under the scope of services proposed for their contract.
