HOMES, INC., OF CORONA, CALIFORNIA, IN THE AMOUNT OF
$5,047,924 FOR INTERIOR, EXTERIOR AND SITE RENOVATIONS AT
THE HOUSING AUTHORITY PROPERTY KNOWN AS LAGUNA PALMS

Recommendation:
By Minute Motion, that the Housing Authority:
1. Authorize the award of Contract HA-25760 to Portrait Homes, Inc., of Corona,
California in the amount of $5,047,924 for interior, exterior and site renovations for
Laguna Palms Apartments;
2. Authorize the Finance Director to set aside the amount of $504,792 as 10%
contingency (use of contingency requires additional action);
3. Authorize Chairman to execute documents;
4. Appropriate $2,400,000 to Account No. 871-8610-466-4001 from Account No. 870-
4481-464-4001; and
5. Appropriate $3,152,716 to Account No. 871-8610-466-4001 from unobligated
Housing Authority funds.
Executive Summary:
Approval of the request will award a contract to Portrait Homes, Inc. of Corona California, a
general contractor, to complete interior, exterior, and site renovations at the Housing Authority
property known as Laguna Palms. The project will consist of: abatement of asbestos and lead -
based paint materials; re -roofing; structural modifications; installation of new utility services to
each unit; repair and painting of the stucco; replacement of all windows and doors; installation of
a new laundry facility, restroom, and sidewalks; and landscaping and decorative elements to
enhance its blighted condition.

Discussion:
Renovation plans began for Laguna Palms in July of 2004 after completion of a building
condition survey. This project was originally constructed in the early 1960's and is in need of
renovations. Staff advertised and called for bids for the project and posted bid documents in
surrounding plan rooms. Plans and specifications were made available on an online viewing
program called "Plan Well" which allows contractors to view the documents in the hopes of
retaining further interest in the project. Additionally, the construction manager and architect
conducted thorough outreach activities to contractors. Despite widespread interest during
bidding and a well -attended pre -bid conference, only one bid was actually submitted. This bid
was checked to ensure all supporting documents were in order and the bid was responsive.
Staff, architect, and construction management firm have reviewed the cost submitted, along with
the overall experience of the contractor, and are in support of awarding this contract based on
past experience with this contractor on a much larger multi -family rehabilitation project which
has demonstrated qualifications, as well as the abilities to be fair and equitable on what are very
complicated projects.
Therefore, staff recommends award of the contract in the amount of $5,047,924 to the lowest
responsible bidder. A ten percent contingency is being set aside for unforeseen conditions in
this renovation project.
