HA-23650) IN THE DEDUCTIVE AMOUNT OF $1,550.70 FOR EXTERIOR RENOVATIONS AT THE HOUSING AUTHORITY PROPERTY KNOWN AS CALIFORNIA VILLAS SUBMITTED BY: JAMES CONWAY, PROJECT COORDINATOR CONTRACTOR: PORTRAIT HOMES, INC. 265 N. JOY ST., STE 200 CORONA, CA 98279 DATE: JULY 12, 2007 CONTENTS: CHANGE ORDER NO. 4 Recommendation: By Minute Motion, that the Housing Authority: 1. Authorize Change Order No. 4 to Contract No. HA-23650 with Portrait Homes, Inc., in the deductive amount of $1,550.70 for the completion of Phase A renovations at the Housing Authority property known as California Villas; and 2. Authorize Executive Director to execute said document. Executive Summary: Approval of staff's recommendation will finalize the Phase A renovations and authorize interior repair work to be conducted by Portrait Homes on the remaining 57 units at California Villas. The repairs include paint, texture, silicon removal, and drywall repairs. The costs associated with the interior repairs are offset by the deductive credits related to out-of-pocket expenses incurred by the Owner, tenant hotel expenses, reimbursement for work completed by the property management company, landscape repairs, and environmental reimbursement related to the contractor's damage to existing ceilings. The deductive change order credits the Housing Authority $1,550.70 and allows for the completion of Phase A at California Villas. Discussion: The 141-unit complex known as California Villas, which is located in Project Area No. 4, underwent an exterior renovation project. During the past several months, staff has identified additional interior repairs that are necessary due to the construction project at the site. Funds for these repairs were held from the Contractor's retention until the items were completed. While inspecting these particular units with the Architect, the Construction Manager, and the Staff Report Authorize Change Order No. 4 to Contract No. HA-23650 (Portrait Homes) California Villas Page 2 of 2 July 12, 2007 Contractor, several repair items such as ceiling nail pops and loosened ceiling material were identified. The buildings were built in the 1960's, and any movement or vibrations could have caused this to occur. Although these items are not the responsibility of the Contractor, there were several items such as breaches to the ceilings, and block infill of window openings that created some minor damage inside the units that were clearly the responsibility of the Contractor. In order to maintain the consistency in the quality of repairs, staff is requesting that the Housing Authority approve Change Order No. 4 to allow the Contractor to conduct all the repairs that are necessary to the remaining 57 units at California Villas. The necessary repairs consist of painting, texturing, and minor drywall repair. The Contractor recognizes their responsibility and has proposed the deductive amounts, detailed in the attached change order. These items include costs associated with the units that were breached, hotel stays that were required, and the repairs related to construction work. The Construction Manager and staff have reviewed the proposed deductive amounts and agree that they are a fair representation of the out-of-pocket costs. The deductive credits received for work performed by Owner plus other necessary repair work noted above equates to an overall credit of $1,550.70 to the Owner. The Citizen's Advisory Committee for Project Area 4, local residents, as well as our tenants, have positively commented on the project. Phase B, which includes landscape retrofit, office facade renovations, parking and a maintenance facility will commence in the fall of this year. Therefore, staff recommends that the Housing Authority approve Change Order No. 4 in the deductive amount of $1,550.70. Submitt James Co Project Coord ato Department Head: Y.
