(CONTRACT NO. HA-25760) FOR STRUCTURAL UPGRADES AS REQUIRED BY CALIFORNIA BUILDING CODE AT THE LAGUNA PALMS APARTMENTS SUBMITTED BY: JAMES CONWAY, PROJECT COORDINATOR CONTRACTOR: PORTRAIT HOMES, INC. 265 N. JOY ST., SUITE 200 CORONA, CA 92879 DATE: JULY 12, 2007 CONTENTS: CHANGE ORDER NO. 2 Recommendation: By Minute Motion, that the Palm Desert Housing Authority: 1. Approve Change Order No. 2 to Contract HA-25760 with Portrait Homes, Inc., in the amount of $289,124.24 to incorporate framing upgrades, SCE conduit relocations, structural upgrades to meet the current building code, along with additional abatement and the various credits due relating to unused allowances, as well as negotiated change order adjustments which will offset the overall Change Order No. 2; 2. Authorize the Chairman to execute the said documents; and 3. Authorize the Finance Director to transfer $289,124.84 from contingency to base for subject change order. Executive Summary: Approval of staffs recommendation will authorize framing upgrades, relocation of several conduits for future Edison services, and structural upgrades into the buildings to meet all current building codes and to provide for future photovoltaic substructure. In addition, this change order authorizes final abatement efforts to clear the site. The addition of the structural upgrades will provide further assurances as to the structural integrity and will meet all current seismic and wind load requirements. Discussion: In March 2007, the Housing Authority authorized a Notice to Proceed to Portrait Homes, Inc. for exterior -interior and site improvements at the 48-unit project known as Laguna Palms Apartments. The project is expected to be completed by the end of 2007. Change Order No. 2 Staff Report Approve Change Order No. 2 to Contract No. HA-25760 (Portrait Homes) Laguna Palms Page 2 of 2 July 12, 2007 includes deductive amounts for unused line items, as well as unused allowances, and includes negotiated adjustments to construction line items, which result in deductions of $86,114.61. Change Order No. 2 includes several structural upgrades being incorporated into the project. The initial renovation project was approved as an existing nonconforming structure to current building codes, but removing the sheathing and the stucco allows us to bring the construction up to current building codes by implementation of new rafters and sheer panel. The total cost of the structural upgrades is $299,343.85. Other items included in this change order are related to framing upgrades ranging from termite damage to added framing in certain locations that will help bring the buildings in compliance with current Building Codes. Additionally, there is a requirement of SCE to relocate some of the underground conduit, which ultimately allows for the new underground service to be provided and pulled into the existing building by SCE. The added benefit of the structural enhancements to the roof system will achieve load requirements that will allow the incorporation of future photovoltaic panels in the future. Both the Building Department and certified structural engineers have had peer reviews done to ensure that the proposed recommendations of our Structural Engineer meet or exceed the current Code. Staff is requesting that the additional upgrades be approved so that the buildings meet current California Building Codes. Staff, the Architect, and the Construction Manager have reviewed the proposed upgrades and feel that they are beneficial. Therefore, staff recommends the approval of Change Order No. 2 for the project known as Laguna Palms Renovation in the amount of $289,124.84, which equates to approximately $6,000 per unit for this change order. The $289,124.84 is being applied against contingency, which leaves a contingency balance of $215,667.16.
