REQUEST: AUTHORIZATION TO ADVERTISE AND CALL FOR BIDS FOR THE
PHASE B SITE IMPROVEMENTS AT CALIFORNIA VILLAS

Recommendation:
By Minute Motion, that the Housing Authority authorize the City Clerk to
advertise and call for bids for the Phase B Site Improvements for California
Villas Apartments.
Executive Summary:
Approval of staffs recommendation will allow for the solicitation of formal bids for the
Phase B Site Improvements at California Villas. This will allow continued progress in the
overall renovation of the California Villas apartment complex.
Discussion:
California Villas is currently undergoing an exterior building renovation project. The project
was divided into two phases (A and B) in an attempt to make the renovations less
disruptive to the tenants. Phase A is nearing completion. In an effort to ensure continued
progress on the site renovation, staff requests authorization to advertise and call for bids
upon final approval of the submitted plans. The plans are currently 95% complete and are
expected to have final approval in early March 2007.
Phase B will include overall site improvements including new walkways, shaded parking
lots, a maintenance building, new irrigation and landscape concepts that will incorporate
water conservation features. New lighting systems will be installed to provide path lighting
and enhance the new landscape. Also included in the scope are the remaining interior
renovations. Twenty-one (21) units are available to be renovated as a result of resident
transfers from non -renovated units; this will complete the interior upgrades of all 141 units.
Staff, along with Harris & Associates, expects that the project will take approximately seven
months to complete at an estimated cost of $4.5 million, or $30,000 per unit. Staff
recommends that the Housing Authority authorize the City Clerk to advertise and call for
bids for the Phase B Site Improvements for California Villas upon approval of the final
plans.

The design of the landscape renovation will significantly reduce water consumption and
has been approved by the Landscape Beautification Committee. The Housing
Commission will review this report on March 7, 2007.
