HA 25760A) FOR CONTINUED CONSTRUCTION MANAGEMENT SERVICES FOR THE LAGUNA PALMS RENOVATION PROJECT SUBMITTED BY: MARTIN ALVAREZ, REDEVELOPMENT MANAGER CONTRACTOR: VANIR CONSTRUCTION MANAGEMENT, INC. 290 NORTH D ST., SUITE 900 SAN BERNARDINO, CA 92401 DATE: NOVEMBER 8, 2007 CONTENTS: CONTRACT AMENDMENT NO. 1 VANIR CONSTRUCTION MANAGEMENT, INC. PROPOSAL Recommendation: By Minute Motion, that the Housing Authority: 1. Approve Contract Amendment No. 1 in the amount not -to -exceed $34,855 to Vanir Construction Management, Inc., (Contract No. HA 25760A) San Bernardino, California, for continued construction management services for the Housing Authority property known as Laguna Palms Renovation Project; and 2. Authorize Chairman to execute said amendment. Funds are available in Account No. 871-8610-466-4001. Executive Summary: Approval of the staff recommendation will allow Vanir Construction Management, Inc., to continue construction management services beyond their original contract term and through the completion of the Laguna Palms Renovation Project projected for January 2008. Vanir has provided a proposal to amend their current contract in the amount of $34,855 to continue to monitor the construction project, assist with Request for Information, negotiate change orders and facilitate construction progress meetings through project closeout. Discussion: At its regular meeting of December 14, 2006, the Palm Desert Housing Authority authorized award of contract to Vanir Construction Management, Inc., for construction management services at the Laguna Palms Renovation project. Staff Report Approval of Contract Amendment No. 1 to Contract HA25760A — Laguna Palms Rehab Page 2of2 November 8, 2007 The Laguna Palms project is now 75% complete and is scheduled for completion in January 2008. As part of the renovation process, staff has encountered unforeseen conditions including structural modifications requiring re -engineering to bring the buildings into full compliance with new building codes. In addition, minor interior modifications to floor plans, the addition of a fire sprinkler protection system, and a complete rewire of all units has impacted the completion date. Therefore, staff is requesting approval of an amendment to the construction management services contract in the amount of $34,855 to allow Vanir Construction Management to continue to oversee the construction through project completion. The original contract total plus the proposed Amendment No. 1 of $34,855 for construction management services rendered on the Laguna Palms Project is 3.3% of the overall contract price, which is well within industry standards for construction management services. The additional term and cost will take us through completion of the project to include closeout. Based on the additional scope of work added to this project, staff recommends approval of the amendment for construction management services with Vanir Construction Management.
