(PORTRAIT HOMES, INC.) IN THE AMOUNT OF $115,774.31 FOR
BUILDING, PLUMBING, AND MISCELLANEOUS UPGRADES FOR THE
HOUSING AUTHORITY PROPERTY KNOWN AS LAGUNA PALMS

Recommendation:
By Minute Motion, that the Housing Authority:
1. Approve Change Order No. 4 to Contract No. HA-25760 with Portrait
Homes, Inc., in the amount of $115,774.31 for items not included in the
original contract;
2. Authorize the Chairman to execute the said documents; and
3. Authorize the Finance Director to transfer $115,774.31 from contingency to
base for Change Order No. 4.
Executive Summary:
The Laguna Palms rehabilitation project is approximately 75 percent complete. Approval of
staff's recommendation will authorize Change Order No. 4 in the amount of $115,774.31 to
provide building upgrades, improvements to the south perimeter wall, plumbing modifications,
and miscellaneous upgrades to countertops and sidewalks at Laguna Palms. The proposed
modifications will improve the project's over-all functionality, safety, and architectural design.
Attached please find a summary table with itemized costs:
Building/Block Wall Modifications:
Plane ceiling joist members within Building E to ensure proper
application of drywall, texture and paint.
Remove and replace portions of damaged sub -flooring areas in
Building E's upstairs units
Modifications to south perimeter wall to achieve a 6-foot height
across the entire length with stucco to match the buildings (previous
credit of $86,325.25 received as part of Change Order No.1).

Plumbing Modifications:
Camera investigation of existing waste line in Building CR and
connection to sewer system / raising top grade elevations of
proposed drywells.
Addition of second main pool drain, re -plaster, and modifications to
existing pool to comply with current California Building Code.
Miscellaneous Upgrades:
Increase sidewalk width from 4 feet to 5 feet along Santa Rosa Way
to improve accessibility and safety.
Install transoms over exterior storage doors to allow doors to open
without obstruction of overhangs in Clusters C and CR
Upgrade all countertops to using a "Milano Brown" plastic laminate
to match standardized color/material used in other housing
properties.
Architectural upgrade to NC unit grilles (Clear anodized aluminum
finish)
Addition of fiberglass acoustical batt insulation/furring channels to
improve soundproofing to between 1st and 2"d story units and 151
floor manager's office.

The 48-unit Laguna Palms renovation project continues to make progress and is approximately
75 percent complete. The project is scheduled for completion in early 2008. As one of the
Housing Authority's major renovation projects, staff has encountered challenges and
opportunities to make Laguna Palms a successful and appealing project. The proposed change
order addresses minor modifications within three categories. The categories consist of
building/block wall modifications, plumbing modifications, and miscellaneous upgrades.
Building Modifications/Block Wall Modifications:
The first change under this category consists of modifications to the bottom ceiling joints within
the two-story building (Building E). As part of the renovation, all drywall was removed to allow
the installation of structural beams to support the second floor. In order to achieve a smooth
transition/finish when installing new drywall, the existing ceiling joists and beams have to be
"planed" (smoothed out) to achieve an even application of drywall, texture and paint. The cost
to accomplish this work is $4,145.75.
The second modification in this category is the removal and replacement of damaged sub -
flooring in Building E's upstairs studio units. This damage was discovered when the building's
second floor support beams were installed. Delaminated plywood within all four upstairs units
was found which creates an unsafe condition when additional weight is added. This
modification is required to provide the safe installation of new flooring and the total cost is
$3,830.00.

The final modification proposed under this category is a change order in the amount of $71,043
to provide improvements to the south perimeter wall to achieve a 6-foot barrier across the entire
length of the south property line. As part of Change Order No. 1, an $86,325 credit was given to
the Agency that would have built a new 6-foot block wall across the south property line. This
credit was applied to Change Order No. 1. In order to address the appearance and height of
the existing wall, a new scope is proposed with the following specifications:
• Increasing the height of approximately 180 feet to 6-foot using 3-D paneling/shotcrete
with stucco texture.
• Adding approximately 90 feet of 3-foot planter wall in front a portion of the existing wall,
and stuccoing the entire length of the wall to match other textured walls found within the
project.
The cost to implement this new scope is $71,043.00.
Plumbing Modifications:
Under this category the following modifications are proposed as part of Change Order No. 4 in
order to achieve a properly functioning sewer system and improve the existing pool's safety.
1. Camera investigation of existing waste line in Building CR and connection to sewer
system / raising top -grade elevations of proposed drywells ($2,596.46).
2. Addition of a second pool drain to the existing pool, re -plastering and modifications to
the existing pool filter/connections to comply with current California Building Code
($16,709.00).
Miscellaneous Upgrades:
The current sidewalk design identifies a 4-foot sidewalk across the east and west ends of Santa
Rosa Way. Staff proposes to modify the width to 5 feet for approximately 240 linear feet. This
width will be consistent with the width designed for the center of the Santa Rosa frontage and
will improve pedestrian accessibility and safety. The cost to implement this change is
$1,926.00.
The second modification under this category includes the installation of door transoms which
are required to allow several of the exterior storage room doors to open without interference
with building overhangs. The cost for this modification is $5,775.00.
The final modification in this category includes an upgrade to all countertop surfaces that will
enhance the appearance and durability of the units. The project's specifications call for
standard plastic laminate surface on all countertops. The Architect, Construction Manager, and
staff agree that using a tan colored laminate surface with a pattern that resembles granite will
enhance the project's appearance and will match the standardized countertops used in other
housing properties. The cost to upgrade the countertop surfaces is $1,052.10.

Staff believes that the proposed modifications proposed in Change Order No. 4 address items
that will improve the Laguna Palms project safety, functionality and architectural appearance.
Therefore, staff recommends approval of Change Order No. 4 in the amount of $115,774.31.
The amount of this change order will be applied against the contingency, which will leave a
contingency balance of $83,806.90.
