By Minute Motion, that the Housing Authority Board ratify an agreement in
an amount not -to -exceed $15,000 with Knapp and Associates, Inc.
(Contract No. HA-25760D ) for the structural re -design of all single -story
structures on the project known as Laguna Palms.
Funds for this work are available in Account No. 870-4481-464-4001.
Executive Summary:
By approval of staff's recommendation, the Housing Authority Board will ratify an
agreement approved by the Executive Director for engineering services on the project
known as Laguna Palms.
Discussion:
The original engineer, B G Structural Engineering, Inc., submitted several revisions
each receiving approval, however, the engineering detailed for the single -story
buildings, while not required, meant substantial cost and time increases to the project.
Discussions to recognize alternate approved methods by industry professionals were
not acceptable to B G Structural Engineering. As such, staff consulted with larger
structural engineering firms that were experienced in renovations of this magnitude. In
order to facilitate the change in engineers without a time delay, the Executive Director
authorized the use of Knapp and Associates for the re -engineering of the single -story

buildings. Knapp and Associates submitted a proposal in the amount of $15,000, which
included all submittals, construction management, and all the coordination efforts
involving the Building Department, and architects for re -engineered drawings for the
single -story buildings at Laguna Palms. The re -engineered plans still complied with all
Building Code requirements, but resulted in a substantial construction cost savings.
As part of their proposal, Knapp has taken the responsibility for all the engineering for
the single -story buildings, including the original Engineer of Record's plans, stamped
and approved by the Building Department. The original engineer will continue to be the
Engineer of Record for the two-story building and laundry maintenance building.
Therefore, staff is requesting ratification of the agreement with Knapp and Associates,
Inc.
