(DOUG WALL CONSTRUCTION, INC.) IN THE CUMULATIVE AMOUNT
OF $34,584.93 FOR ADDITIONAL ENVIRONMENTAL ABATEMENT,
SITE DRAINAGE IMPROVEMENTS, AND MINOR SITE
MODIFICATIONS FOR THE HOUSING AUTHORITY PROPERTY

Recommendation:
By Minute Motion, that the Housing Authority:
1. Approve Change Order No. 1 to Contract No. HA-23650-C with Doug Wall
Construction, Inc., in the cumulative amount of $34,584.93 for items not
included in the original contract;
2. Authorize the Chairman to execute the said documents; and
3. Authorize the Finance Director to transfer $34,584.93 from contingency to
base for Change Order No. 1.
Executive Summary:
The California Villas affordable housing property is located at 77-107 California Avenue.
Phase B rehabilitation project consists of new sidewalks, landscape renovations, new parking
lot paving, carports, site lighting, and the interior remodel of 25 units. The project is 30 percent
complete. Approval of staff's recommendation will authorize Change Order No. 1 in the
cumulative amount of $34,584.93 to additional environmental abatement, minor site and
drainage modifications. The proposed modifications will improve the project's overall safety,
accessibility, and quality. Staff recommends approval.

Discussion:
In March 2003, the Redevelopment Agency acquired the California Villas property located at
77-107 California Avenue. The California Villas property consists of 140 one -bedroom units,
one two -bedroom unit with a leasing office/community room. The Housing Authority currently
operates the site as an affordable housing property. In March 2006, the Housing Authority
authorized interior and exterior building renovations known as Phase A. These improvements
included the following components:
• New roof systems with attic ventilation
• Architectural elements, new stucco of building exteriors and patio walls
• New code compliant windows, doors, utility roll -up doors, patio entry gates, air
conditioners
• Structural modifications
• New utility services
Phase A improvements were completed in February 2007 by Portrait Homes, Inc. in the amount
of $5,733,552 ($40,663/unit). These upgrades have improved the overall appearance of the
property, enhanced energy efficiencies, as well as addressed health and safety issues that
existed.

Phase B improvements are now under way and include the following components:
• New 750 square foot maintenance building
• Architectural improvements to office/community room entry
• Parking lot improvements (new concrete surfaces, restriping, and trash enclosures)
• New carports with infrastructure to support future solar panels
• Pool deck improvements
• ADA accessible walkways, entrances and site lighting
• New water efficient landscaping and irrigation
• Remaining interior unit renovations (25 units)
In February 2008, a contract in the amount of $3,137,505.00 (10% Contingency, $313,750.50)
was awarded to Doug Wall Construction, Inc. (DWC). The Notice to Proceed was issued to the
contractor on May 31, 2008. The project is scheduled for completion in December 2008 (180-
day contract). The California Villas Phase B renovation project continues to make progress and
is approximately 30 percent complete.
Change Order No. 1 consists of three categories required to address additional environmental
abatement, unforeseen safety conditions, and site drainage modifications.
Environmental Abatement:
Under Doug Wall's contract, the contractor is responsible for asbestos abatement and the
interior remodel of 25 units. The work consists of removing asbestos containing acoustical
ceiling and drywall behind new cabinets. The abatement is required to remove additional
drywall necessary to check all plumbing and electrical systems within the 25 units. Staff
recommends that the work be performed now, while the units are being renovated. As other
units have been renovated under Phase A, these systems have been checked to ensure that
there are no damaged/corroded pipes, and all electrical connections are secured. The proper
removal and disposal of the materials totals $ 21,091.71. Staff recommends approval.
Fire Safety Improvements:
The Phase B improvements include the construction of a new 750 square foot maintenance
building. The new building will house maintenance equipment, supplies, and will contain a
work/repair area for maintenance personnel. As part of the new 2007 Building Code, the interior
roll -up door securing the electrical panel requires modification to swing -out double doors to
meet fire rating and safety requirements. The contractor has provided a cost to replace the roll -
up door with fire -rated double doors with appropriate fire safety locking mechanisms. The cost
to implement this upgrade is in the amount not -to -exceed $4,100.00.
Site Drainaae Modifications:
The proposed change order includes the addition of six drywells to the overall 8 acre site.
During the final plan check, Public Works identified the need to include drywell in the design to
capture nuisance runoff. This requirement to retain runoff complies with recently National
Pollutant Discharge Elimination System permit (NPDES). In addition, the drywelis will assist in

minimizing drainage issues to the surrounding neighborhood streets, which currently do not
have storm drain systems. Capturing nuisance water in strategic locations within the project will
also benefit the property's safety and could also lead to future credits for achieving LEED
certification for the entire project. The cost to implement six dry wells is $79,500.
Miscellaneous Items:
The proposed modifications under this category include the following items:
• Cost to provide a top of form certification for the building maintenance pad ($487.66).
• Additional signage to comply with Americans with Disabilities requirements ($956.80).
• Upgrade to carpet pad to'/2" for 25 renovated units ($885.04).
The total cost for these miscellaneous upgrades is $3,051.86.
Administration Buildina Upgrades:
The addition of combustion air vents and floor sinks to Administration Building was not included
in the plans. These upgrades are required to conform to the new 2007 Building Code. The cost
for these upgrades is $2,714.92.
The modifications to the Administration Building currently under way include new ADA ramp,
pool entry, pool decking/fencing, mailboxes and exterior fagade improvements. As part of
Phase B improvements, the contractor is required to provide modifications to retrofit the existing
maintenance room to a new kitchen serving the property management staff. Although not
included in Doug Wall's scope, staff was proposing to implement plumbing and electrical
modifications to make the kitchen more functional. In addition, staff has proposed to install a set
of french doors connecting the existing offices to the new kitchen area. The cost for these
upgrades is $10,211.44. Staff recommends adding these improvements to Doug Wall's
contract, as they are mobilized and will be providing improvements in this area.
Credits:
The first credit reflected in the change order stems from use of 23 sets of cabinets already in the
California Villas property stock. These cabinets were purchased by the Housing Authority for
this property. The contractor already has this work in the contract and will provide a credit in the
amount of $37,037.00. The second credit in the amount of $49,037.00 results from the
elimination of the electrical work under Doug Wall contract. The electrical work required to
complete the interior renovation of the 25 units has already been performed by separate
contractor contracted by the property manager.

Staff recommends that Change Order No. 1 be approved and that $34,584.93 be transferred
from contingency to the base contract leaving a balance of $279,165.57.
