PROPOSAL
Recommendation:
By Minute Motion that the Redevelopment Agency:
1) Approve Contract Amendment No. 3 to Prest Vuksic Contract No. HA-23010-
A for additional architectural design and construction administration services
for Laguna Palms Apartments in an amount not -to -exceed $35,575. Funds
are available in the Fiscal Year 2007-2008 Capital Improvement Budget
Account No. 871-8610-466-4001;
2) Authorize additional reimbursables in the amount of $2,500.00; and
3) Authorize the Executive Director to execute all documents necessary
to implement the assignment and change order request.
Executive Summary:
Approval of the contract amendment will compensate Prest Vuksic for work outside the
original contract scope. The additional scope includes the following components:
1. Additional design services to incorporate modifications to apartment unit interiors,
design work for electrical re -wire, and fire sprinkler system.
2. Additional costs required to coordinate field modifications resulting from unforeseen
conditions such as substandard roofing, underground utilities, and structural design
modifications, and additional construction administration services required through
the project's completion date of January 2008.

The failure to approve this request will result in a significant delay in this project.
Discussion:
The Housing Authority entered into a contract with Prest Vuksic, Inc., Contract No.
HA 23010-A, in order to provide architectural design and construction administration
services to renovate the property known as Laguna Palms, 73-875 Santa Rosa Way.
Prest Vuksic has provided a proposal for additional services outside their original contract in
the amount of $35,575. The proposal is attached and consists of two categories. The first
category consists of additional design services required to implement modifications to the
unit interiors, added electrical re -wire design, and installation of a complete fire sprinkler
system. The cost for these services totals $10,850.
The second category consists of additional construction coordination services due to
unforeseen conditions and additional construction administration services necessary to
complete the project. During construction, the Laguna Palms project has encountered
several unforeseen conditions that required resolution. The architect has assisted in
coordinating meetings, revision and field correction to resolve these issues. Unforeseen
conditions that have been coordinated and addressed include:
• Modifications to the site's structural design to meet the Uniform Building Code
• Modifications to resolve unforeseen conditions found within the building's roof
elements, underground utilities, and the additional coordination required to
implement the new electrical wiring and fire sprinkler system.
In addition, the architect requests approval of additional construction administration services
based on the revised completion date of January 2008. As part of this scope, the architect
will continue to address contractor questions, review and approve product submittals, issue
field clarifications, and complete the final unit and site walk-throughs to ensure consistency
with the plans and a quality project. The cost to provide these services is $22,850.
The overall contract with Prest Vuksic, including the proposed Amendment No. 3, totals
$352,140. This amount translates to less than 6% of the overall project budget, which is
within industry standards.

Therefore, staff recommends approval of Contract Amendment No. 3 in an amount not -to -
exceed $35,575.00, plus $2,500 for additional reimbursables to facilitate the completion of
the Laguna Palms renovation project.
