IN THE AMOUNT OF $48,857.52 FOR ADDITIONAL ENVIRONMENTAL ABATEMENT, POOL FENCING UPGRADE, AND MINOR SITE MODIFICATIONS FOR THE HOUSING AUTHORITY PROPERTY KNOWN AS CALIFORNIA VILLAS SUBMITTED BY: MARTIN ALVAREZ, REDEVELOPMENT MANAGER CONTRACTOR: DOUG WALL CONSTRUCTION, INC. 78-450 AVENUE 41 BERMUDA DUNES, CA 92203 DATE: NOVEMBER 20, 2008 CONTENTS: CHANGE ORDER NO. 2 TO CONTRACT HA-23650-C Recommendation: By Minute Motion, that the Housing Authority: 1. Approve Change Order No. 2 to Contract No. HA-23650-C with Doug Wall Construction, Inc., in the amount of $48,857.52 for items not included in the original contract; 2. Authorize the Chairman to execute the said documents; and 3. Authorize the Finance Director to transfer $48,857.52 from contingency to base for Change Order No. 2. Executive Summary: The California Villas affordable housing property is located at 77-107 California Avenue. Phase B rehabilitation project consists of new sidewalks, landscape renovations, new parking lot paving, carports, site lighting, and the interior remodel of 25 units. The project is 70 percent complete. Approval of staff's recommendation will authorize Change Order No. 2 in the cumulative amount of $48,857.52 to provide additional environmental abatement, pool fencing upgrades and minor site modifications. The proposed modifications will improve the project's overall safety, accessibility, and quality. Staff recommends approval. Staff Report Approve Change Order No. 2 to Contract No. HA-23650-C — California Villas Phase B Renovations Page 2of4 November 20, 2008 Attached please find a summary table with itemized costs and credits: DESCRIPTION COST Additional Environmental Abatement $ 5,471.69 Fire Rating Separation Between Building D and Service Building $10,500.00 Pool Fencing Upgrades $ 2,870.00 Retaining Curb and Handrail $13,645.15 Cleanout Modifications $ 7,056.40 Miscellaneous Site Modifications $ 9,314.28 Total $48,857.52 Discussion: In March 2003, the Redevelopment Agency acquired the California Villas property located at 77-107 California Avenue. The California Villas property consists of 140 one -bedroom units, one two -bedroom unit with a leasing office/community room. The Housing Authority currently operates the site as an affordable housing property. In March 2006, the Housing Authority authorized interior and exterior building renovations known as Phase A. These improvements included the following components: • New roof systems with attic ventilation • Architectural elements, new stucco of building exteriors and patio walls • New code compliant windows, doors, utility roll -up doors, patio entry gates, air conditioners • Structural modifications • New utility services Phase A improvements were completed in February 2007 by Portrait Homes, Inc. in the amount of $5,733,552 ($40,663/unit). These upgrades have improved the overall appearance of the property, enhanced energy efficiencies, as well as addressed health and safety issues that existed. Phase B improvements are now under way and are 70 percent complete. These improvements include the following components: • New 750 square foot maintenance building • Architectural improvements to office/community room entry • Parking lot improvements (new concrete surfaces, restriping, and trash enclosures) • New carports with infrastructure to support future solar panels • Pool deck improvements • ADA accessible walkways, entrances and site lighting • New water efficient landscaping and irrigation • Remaining interior unit renovations (25 units) G:\rda\Martin Alvarez\Cal Villas\Phase B\SR\112008CO2CaIVillasBDWC.doc Staff Report Approve Change Order No. 2 to Contract No. HA-23650-C — California Villas Phase B Renovations Page 3 of 4 November 20, 2008 In February 2008, a contract in the amount of $3,137,505.00 (10% Contingency, $313,750.50) was awarded to Doug Wall Construction, Inc. (DWC). The Notice to Proceed was issued to the contractor on May 31, 2008. The project is scheduled for completion in December 2008 (180- day contract). The California Villas Phase B renovation project continues to make progress and is approximately 70 percent complete. Change Order No. 2 consists of modifications to address additional environmental abatement, pool fencing upgrades, and minor site modifications required to address items not included in the original contract. Environmental Abatement: As part of the Phase B improvements, 25 units were to receive interior renovations. As part of this work, asbestos abatement was required to clear the units for reoccupation. Once the asbestos was removed and tested, the unit tested positive for lead. Lead abatement work in the amount of $5,471.69 is required to properly remove and dispose this hazardous material. All other units have now received clearance for reoccupation. Staff recommends approval. Additional Fire Rating Protection between Buildina D and New Service Buildina: The current project includes construction of a new 750 square foot maintenance building located adjacent to Building D. Since the new building is located directly adjacent to an existing residential building, additional fire separation rating in the form of framing, drywall, taping and fire caulking is required to ensure a one -hour fire separation rating between the two structures. The cost to implement these improvements is in the amount not -to -exceed $10,500.00. Staff recommends approval. Pool Fencina Upgrades: The California Villas community pool will be receiving a new deck and fencing to improve its aesthetics. In order to ensure the safety of children and unauthorized access, additional perforated screening is needed to secure the self -closing gate. The cost to implement this change to the plans is $2,870.00. Site Improvements: During the installation of the new sidewalks near Building G, the contractor discovered that the elevations specified on the civil plans created a major grade difference between the curb and the new sidewalk. In order to correct this field condition, 45 linear feet of retaining curb and handrail will be required to meet safety and ADA requirements. The cost for these improvements is $13,645.15. Cleanout Modifications: The existing plumbing cleanouts located throughout the site need to be raised to meet the new grading elevations created by the new site improvements. These cleanouts will be raised to the new grades within the planter areas. The cleanouts will be placed within new accessible boxes. The cost of this improvement is $7,056.40. G:\rda\Martin Alvarez\Cal Villas\Phase B\SR\112008CO2CaIVillasBDWC doc Staff Report Approve Change Order No. 2 to Contract No. HA-23650-C — California Villas Phase B Renovations Page 4 of 4 November 20, 2008 Miscellaneous Site Improvements: The proposed modifications under this category include the following items: • Modified footing required to address underground utilities at carport column ($2,066.68) • Minor grading adjustments to sidewalks required to meet ADA handicap access ($4,903.60) • Potholing labor at service building necessary to locate and identify existing utilities under the proposed service building foundation ($2,344.00) The total cost for these miscellaneous upgrades is $9,314.28. Staff recommends that Change Order No. 2 be approved and that $48,857.52 be transferred from contingency to the base contract leaving a balance of $230,308.05.
