Assistant Secretary Grace Mendoza convened the meeting at 3:00 p.m. Due to lack of a quorum, she adjourned the meeting to 3:30 p.m. Chairman Benson reconvened the meeting at 3:30 p.m. il. Mendoza, Deputy City Clerk Upon a motion by Spiegel, second by Finerty, and 5-0 vote of the Authority Board, Chairman Benson adjourned the meeting to Closed Session of the City Council and Redevelopment Agency at 3:32 p.m. She reconvened the meeting at 4:00 p.m. PRELIMINARY MINUTES DRAFT PALM DESERT HOUSING AUTHORITY MEETING FEBRUARY 10, 2011 III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of January 27, 2011. Rec: Approve as presented. Upon a motion by Finerty, second by Spiegel, and 5-0 vote of the Authority Board, the Consent Calendar was approved as presented. IV. CONSENT ITEMS HELD OVER None V. RESOLUTIONS None VI. NEW BUSINESS A. REQUEST FOR AUTHORIZATION TO ESTABLISH A REPLACEMENT RESERVE FUND FOR PROPERTIES OPERATED BY THE PALM DESERT HOUSING AUTHORITY (JOINT CONSIDERATION WITH THE PALM DESERT REDEVELOPMENT AGENCY). Member Kroonen moved to, by Minute Motion: 1) Authorize the Director of Finance to establish a Reserve Fund in the amount of $3,587,500 for the properties operated by the Housing Authority, which are identified in the accompanying staff report; 2) authorize the Director of Finance to make the first annual deposit based on the Association Reserves, Inc. (ARI), studies of $1,775,600 and annually deposit the ARI-recommended amount for five years, with a review of the Fund's use after three years; 3) allow use of the Fund in the event of a major disaster, for any expenditures that would be needed immediately in order to secure the properties until such time as additional aid could be obtained (Fund would be replenished as monetary aid becomes available); 4) appropriate funds from the Unobligated Housing Set -aside Fund for this purpose. Motion was seconded by Finerty. Member Finerty expressed a huge thank you to staff for the preparation of the documents, stating it was one of her pet peeves for more than five years. She appreciated the effort that went into the preparation of the report and that it was a good amount and liked the format. Chairman Benson called for the vote and the motion carried by a 5-0 vote. REPORTS, REMARKS, AND AUTHORITY BOARD ITEMS REQUIRING ACTION A. EXECUTIVE DIRECTOR None B. AUTHORITY COUNSEL None C. CHAIRMAN AND MEMBERS OF THE AUTHORITY None XI. ORAL COMMUNICATIONS - C MS. TERRY SIEMENS, Rancho Mirage, CA, stated she had sent an email to the Council earlier today to caution them about the findings in the Assessment of Radiofrequency Microwave Radiation Emissions from Smart Meters as she knew many homes in the Valley have already received and installed Smart Meters. She wanted to call attention to the Council, those who reside in mobile home parks, and those with medical implants or significant health impairments on the hazardous effects that can occur when levels that are nonthermal microwave radiation are emitted from Smart Meters and other such devices. She provided a copy of the email, the Assessment Report, a declaration under a penalty of perjury by the authors of the report, and a link to the international scientists who are challenging the FPPC limits on whether the standards are appropriate.
