CALL TO ORDER Jane Turner, Housing Commission Chair, convened the meeting at 3:30 p.m. II. ROLL CALL Present: Members Absent: Jane Turner Robert Nevares Gene Colombini Natalie Russo Wade Tucker Also Present: Robert A. Spiegel, City Councilmember Liaison Justin McCarthy, ACM for Redevelopment Janet Moore, Director of Housing JessicaGonzales, Management Analyst - Housing James Conway, Project Coordinator Patty Leon, Recording Secretary Guest(s): Teresa Vakili, RPM Company Martin Alvarez, Redevelopment Manager Heather Buck, Project Coordinator III. ORAL COMMUNICATIONS City Councilmember Liaison Robert Spiegel distributed a copy of a Desert Sun news article titled "Valley Voice: Seniors need a kind word and a little help to get through their golden years" to the Commission as informational. IV. CONSENT CALENDAR MINUTES of the Regular Housing Commission meeting of October 12, 2011: 1 Housing Commission Minutes NOVEMBER 9, 2011 With a Motion made by Commissioner Wade Tucker and seconded by Commissioner Jane Turner the minutes of October 12, 2011 were approved with Commissioner Gene Colombini abstaining. V. REPORTS AND REMARKS A. COMMISSION REPORTS Janet Moore reported that the Cultural Resources Preservation Committee (CRPC) is planning a bus tour of historical sites next year and are asking if Committee/Commission members would be interested in attending. Housing Commission members showed their interest; staff will notify the CRPC. B. MONTHLY OCCUPANCY STATUS REPORT RPM WEEKLY ACTIVITY STATISTICS The Commission reviewed the Monthly Occupancy Status Report and Average Weekly Activity Statistics for September. Teresa Vakili reported 98% occupancy at the properties. City Councilmember Liaison Robert Spiegal commended RPM Company on the vacancy rate compared to other apartment complexes in the Valley. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for September. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for September. F HOUSING AUTHORITY PROPERTIES UPDATE The update on the Housing Authority properties was reviewed by the Commission. James Conway summarized the update. VI. NEW BUSINESS 2 Housing Commission Minutes NOVEMBER 9, 2011 A. Carlos Ortega Villas — Additional Service No. 2 Heather Buck, Project Coordinator for the Redevelopment Agency, displayed a rendering of the Carlos Ortega Villas site. She summarized the staff report explaining the change to the design by moving Building C toward the west allowing for additional open space to be created in front of the building and adjacent to the Community Building. The project is scheduled to go before the Planning Commission on December 6, 2011. Commissioner Jane Turner inquired on the proposed dog area previously discussed on the original design. Janet Moore stated that the dog park was eliminated to allow residents walk - ability options around their units. Upon question of the cost to move the building, Mrs. Buck stated the additional cost consists of engineering, civil, landscape and architectural changes. City Councilmember Liaison Robert Spiegal inquired on barbeque options for residents. Mrs. Moore stated that near the community room there would be sufficient space to accommodate barbeques. Commissioner Wade Tucker inquired on the number of laundry rooms and the size of the units. It was mentioned that there are two laundry rooms. The sizes of the units are approximately 500 to 600 square feet. Commissioner Turner asked if this action conflicts with the legislation in place. Mrs. Moore explained that the existing contract provides for additional services as authorized by the Agency. The contract was in existence prior to the Governor's action in June. That allows the Agency to complete the services provided for in the contract. It was noted that this additional service was reviewed by legal council and is within the guidelines of the contract that existed prior to the State's decision. Rec: By Minute Motion: Motion was made by Commissioner Natalie Russo and seconded by Commissioner Gene Colombini to authorize Additional Service No. 2 in an amount not to exceed $12,800 to Interactive Design Corporation for Professional Architectural Services for the Carlos Ortega Project. 3 Housing Commission Minutes NOVEMBER 9, 2011 Upon question, Mrs. Moore provided an update on the status of the Governor's decision, stating that the Redevelopment Agency opted to elect AB27 which is to pay the ransom. The Supreme Court will hear oral arguments on the case on November 10, 2011 and render their decision by January 15th, 2012. VII. CONTINUED BUSINESS VIII. INFORMATIONAL ITEMS A. AGENCY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program (HIP) was provided to the Commission for review. James Conway summarized the report stating there are 4 homes completed on the report, 9 in the application stage, and approximately 18 interested applicants in a holding pattern. City Councilmember Liaison Robert Spiegal inquired on the mold issue at a Desert Rose property. Mr. Conway stated that the property had a leak in the interior wall from an AC condensation line that was neglected by the homeowner. IX. NEXT MEETING DATE - December 7, 2011 (regularly scheduled meeting of December 14, 2011 was canceled by action of the Housing Commission on January 12th, 2011) Janet Moore reminded the Housing Commission of the tentative Housing Tour date of January 27, 2012. City Councilmember Liaison Robert Spiegal asked Teresa Vakili to ensure all property managers receive a copy of the Desert Sun news article. Commissioner Wade Tucker commented that the property manager at Las Serenas is very considerate of residents' concerns and issues and will respond on the same day.
