CALL TO ORDER Wade Tucker, Housing Commission Chair, convened the meeting at 3:33 p.m. II. ROLL CALL Present: Absent: Wade Tucker, Chair Jane Turner Gene Colombini, Vice Chair Natalie Russo Robert Nevares Others Present: Jean Benson, Councilmember Janet Moore, Director of Housing Jessica Gonzales, Management Analyst - Housing Teresa Vakili, RPM Company Patty Leon, Recording Secretary III. ORAL COMMUNICATIONS None IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of April 11, 2012:. Commissioner Natalie Russo moved, by Minute Motion, to approve the minutes of the April 11, 2012, meeting. Motion was seconded by Commissioner Gene Colombini and passed 4-0. V. NEW BUSINESS VI. CONTINUED BUSINESS 1 Housing Commission Minutes MAY 9, 2012 A. 2012-2013 BUDGET Janet Moore referenced the budget and stated that it was the same information presented at the last housing commission meeting. She noted that she received a question from a commissioner with respect to the methods RPM identifies the payroll. She also distributed a 6-year comparison income statement and an updated version of the Budget Comparison. She mentioned that the $520,000 in capital improvements are only to be spent if monies are allocated under AB26. She summarized the Income Statement that included the current period ending up to March 31, 2012. Mrs. Moore also recommended that based on concerns raised at the last meeting she suggested that as an option, staff would bring an update of the budget to this Commission in 6 months to show actual expenses and see where the budget is at that time. Commissioner Gene Colombini moved, by Minute Motion and seconded by Commissioner Robert Nevares and carried 4-0 to forward the recommendation to the Finance Director to include the 2012-2013 Palm Desert Housing Authority expected revenues and expenditures in the City of Palm Desert's Comprehensive Financial Plan for 2012-2013 to be presented to the Housing Authority Board for approval at a future meeting. With the Commission's concurrence a 6-month review of the Budget will be presented to this Commission sometime in February of 2013 after books are closed in December. VII. REPORTS AND REMARKS A. COMMISSION REPORTS A copy of a letter addressed to Mr. Gene Colombini was provided to the Housing Commission as informational. Janet Moore stated that Mr. Colombini will be a committee member for the Architectural Review Committee starting next month. Commissioner Gene Colombini asked if he had to attend the Housing Commission meetings as well. Mrs. Moore replied no and thanked him for his service as a Housing Commission member. 2 Housing Commission Minutes MAY 9, 2012 Given that Mr. Colombini will no longer serve as vice -chair for the Housing Commission, Commissioner Natalie Russo asked that the Commission elect or appoint someone else in the event the Chair is not available. It was suggested that it be agendized for the next housing commission meeting to allow all members to be in attendance. B. SUMMARY OF CITY COUNCIL AND HOUSING AUTHORITY AGENDA ITEMS AND ACTIONS Jessica Gonzales summarized the memo provided to the Commission. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report through March. Teresa Vakili reported that the properties are maintaining a 99% occupancy rate. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT FOR MARCH The Commission reviewed the Monthly Occupancy and Average Rent Statement for March. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS FOR MARCH The Commission reviewed the Monthly Net Operating Income Statements for March. F HOUSING AUTHORITY PROPERTIES UPDATE The Commission reviewed the update for April. Janet Moore stated that James Conway reports to Housing once a week to address housing related projects. Upon question, Mrs. Moore clarified that the Redevelopment Agency was staffed with City employees and several employees were either transferred to a different department or opted for retirement like Mr. Justin McCarthy. She also 3 Housing Commission Minutes MAY 9, 2012 noted that several employees previously assigned to Redevelopment are now part of the Economic Development Department. F. AGENCY HOME IMPROVEMENT PROGRAM UPDATE Janet Moore summarized the update and stated that there are only 2 active projects. She mentioned that there has not been an official notice as to whether or not the application for CDBG funding has been accepted. It is explained that the funds would only be used for emergencies to very low income families. IX. NEXT MEETING DATE — June 13, 2012 X.
