REGULAR HOUSING COMMISSION MEETING
MINUTES
JANUARY 9, 2013
I. CALL TO ORDER
Robert Nevares, Housing Commission Chair, convened the meeting at 3:30
p.m.
II. ROLL CALL

IV. APPROVAL OF MINUTES
Absent:
MINUTES of the Regular Housing Commission meeting of December 12,
2012:
A correction will be made to page 4 of the minutes to reflect the correct spelling
of Commissioner Natalie Russo's name.
Commissioner Jane Turner moved, by Minute Motion, to approve the
minutes of the December 12, 2012, meeting. Motion was seconded by
Commissioner Natalie Russo and passed 4-0.

V. NEW BUSINESS
A. Citywide Tree Pruning Program
Spencer Knight summarized the staff report distributed to the Housing
Commission and asked that they approve the recommendation to award a
contract with West Coast Arborist. Upon question, Mr. Knight stated that
West Coast Arborist has pruned trees at the Housing Authority properties
once before.
Commissioner Robert Nevares commented that not all the trees at Catalina
Gardens were trimmed during the last pruning cycle. Mr. Knight responded
that some trees, depending on their species and temperature dependants,
require pruning every three years.
He provided a brief explanation with regard to the olive trees and the
proper pruning techniques to avoid shedding from the flowers which is a
concern at some properties.
Commissioner Natalie Russo moved, by Minute Motion, to forward a
recommendation to the Housing Authority to Award Contract
No.C32330 for the 2013 Citywide tree pruning program to West Coast
Arborists, Inc. in the amount of $100,045.00. Motion was seconded
by Commissioner Robert Nevares and passed 4-0.

Janet Moore summarized the staff report attached to the memo provided to the
Commission for review.

A recommendation to receive and file the Department of Finance Letter of
Determination relative to the Due Diligence Review ("DDR") for the Low and
Moderate Income Housing Fund ("LMIHF") will be presented to the City
Council, and the successor agency to the Palm Desert Redevelopment Agency
("Agency") board meeting of January 10th, 2013.
Ms. Moore stated that the DDR and the LMIHF determined there to be no cash
available for disbursement to the taxing entities such as school districts, etc.
The Department of Finance objected to the findings and demanded the amount
of cash on hand be remitted to the County Auditor -Controller immediately. The
remittance will negatively impact the Agency's ability to timely comply with its
enforceable obligations since there is no other funding source identified for
these enforceable obligations at this time. The amount of cash has been
remitted to the County of Riverside for distribution to the taxing entities.
Ms. Moore also reported that a verbal approval was received from the
Department of Finance regarding the housing asset list.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
November.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
FOR NOVEMBER
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for November.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS FOR
NOVEMBER
The Commission reviewed the Monthly Net Operating Income Statements for
November.
F. HOUSING AUTHORITY PROPERTIES UPDATE
The Commission reviewed the update for December.
G. AGENCY HOME IMPROVEMENT PROGRAM UPDATE

An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore summarized the report, stating that there has been a significant
amount of activity with regard to HIP applications. More than 50 Letters were
sent out advising of the emergency grants available only and so far
approximately 20 requests for applications have been received.

DATES FOR 2013
The memo provided reflects the approved schedule agreed upon at the last
meeting.
X. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 4:01 p.m. to
February 13, 2013.
