CALL TO ORDER Robert Nevares, Housing Commission Chair, convened the meeting at 3:00 p.m. II. ROLL CALL Present: Absent: Robert Nevares, Chair Natalie Russo Jane Turner Wade Tucker Others Present: Janet Moore, Director of Housing Jessica Gonzales, Management Analyst Teresa Vakili, RPM Company Patty Leon, Recording Secretary III. ORAL COMMUNICATIONS A staff report regarding the 2013 Palm Desert Housing Authority Vendor List was distributed to the Commission to include in the Agenda for recommendation to the Palm Desert Housing Authority. A Motion was made by Commissioner Jane Turner to include the 2013 Palm Desert Housing Authority Vendor List staff report to the agenda for recommendation and seconded by Commissioner Wade Tucker; Motion was carried by all members. IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meetings of May 8, 2013: 1 Housing Commission Minutes JUNE 12, 2013 Commissioner Natalie Russo moved, by Minute Motion, to approve the minutes of the May 8th, 2013 meeting. Motion was seconded by Commissioner Wade Tucker and passed 4-0. V. NEW BUSINESS A. Lease Agreement for Laundry Services Rec: By Minute Motion: Janet Moore summarized the draft staff report and mentioned that staff requested proposals from laundry service providers to service California Villas and Las Serenas of which two proposals were received. Upon review of the proposals, staff requested further clarification regarding the upgrades to the laundry room from Coinmach, the current provider, and as of this date has not provided a response. Mrs. Moore stated that in the past, the Authority completed the upgrades and the laundry service provider reimbursed the Authority. However in this case, Coinmach is proposing to do the upgrades themselves, which the Authority will have to ensure that they indemnify the Authority for liability purposes. Given that there is no recommendation to forward, Mrs. Moore asked the Commission to either continue the staff report to a date uncertain or allow staff to proceed with the recommendation in the event a resolution has been reached over the summer. Staff will then bring back a ratification when the Commission meets again. Commissioner Wade Tucker asked if staff had considered the ergonomics with regard to seniors using front loaders. Janet Moore mentioned that the machines will require risers. Teresa Vakili also mentioned that the other senior properties have front loaders on risers with a different vendor and has not had any complaints. The contract calls for all new front loading machines with risers for the extension of the contract at no cost to the Authority. Motion was made by Commissioner Jane Turner to continue to an uncertain date and seconded by Commissioner Natalie Russo; Motion was carried by all members. B. Discussion of Housing Commission Summer Schedule of Meetings Rec: By Minute Motion: 2 Housing Commission Minutes JUNE 12, 2013 A modified schedule of the Housing Commission meeting dates for 2013 was provided to the Commission with a recommendation to cancel the July and August meetings. In the event there is not a quorum for the September meeting, the Commission will be notified of its cancelation. Motion was made by Commissioner Natalie Russo to cancel the July and August Housing Commission meetings and seconded by Commissioner Wade Tucker. Motion was carried by all members. C. 2013 Palm Desert Housing Authority Vendor List Rec: By Minute Motion: Janet Moore summarized the report stating that the vendor list has been updated to ensure current providers are still in business. Motion was made by Commissioner Jane Turner to forward the recommendation to the Palm Desert Housing Authority Board to authorize the use of the named vendors for purposes of providing recurring, routine services, supplies, and maintenance to the Housing Authority owned residential rental properties. Motion was seconded by Commissioner Natalie Russo and carried by all members. VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS Janet Moore provided a brief update on the Carlos Ortega Villas project stating that a "Finding of Completion" was received from the State of California Department of Finance which means the City will be able to use bond funds for the purposes intended. There is a caveat to include the project in the recognized obligation payment schedule known as "ROPS". Therefore, the project will be included in the next ROPS list and submitted to the State in October to be effective January of 2014. Staff is currently working on the construction documents and anticipates the final drawings to be submitted to the Building and Planning Departments for approval sometime in the fall. At that time, staff will request that permit fees be deferred until bond funds are available for use. 3 Housing Commission Minutes JUNE 12, 2013 B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS Jessica Gonzales summarized the memo provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for April. Teresa Vakili reported no changes to the report. Janet Moore commented that the report was modified to differentiate the multi- family properties from the senior properties. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT FOR APRIL The Commission reviewed the Monthly Occupancy and Average Rent Statement for April. An "Average Rent and Summary Sheet" of the monthly occupancy for the properties was included with the report. Upon question of the income levels, Janet Moore reported that most of the properties are heavily subscribed to very low by product of the economy when incomes went down. With the exception of section 8, this is the only method in Palm Desert of being able to provide families who are below 50% with housing they can afford. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS FOR APRIL The Commission reviewed the Monthly Net Operating Income Statements for April. F. HOUSING AUTHORITY PROPERTIES UPDATE Teresa Vakili summarized the report. 4 Housing Commission Minutes JUNE 12, 2013 Ms. Vakili stated that Southern California Edison's Energy Savings Program assisted income qualified tenants replace HVAC systems before they break down; 84 units were approved. Pictures of before and after AC units where distributed to the Commission. The total cost to replace those units to include a heat pump system to change coils out was $850 a savings of approximately $2,345 per unit. Edison was able to negotiate a 2 year warranty on parts and a 5 year warranty on the actual unit. In addition, the Gas Energy Savings and Refrigerate Program approved 35 brand new refrigerators at no cost. Janet Moore reported on the rent setting policy and the maximum rent implementation. Changes to the policy will only affect those paying maximum rents. Mrs. Moore explained how maximum rents have not changed in the last three years. Given that household incomes were reduced due to the economy and the Riverside County median incomes for 2011 decreased from 2010, resulted in an adjustment to the rents. In 2013, incomes reverted back to what they were in 2010 at their highest point, which resulted rental increases of anywhere from $150 to $300, causing a significant burden to those tenants paying maximum rents. As part of the bylaws of the policy adopted by this Commission, the Executive Director has the authority to implement the rents where they should be in accordance with the policy as long as an implementation plan is established. The Executive Director authorized tenants at the maximum rent level an increase of $100 for a lease period of 12 months until they catch up; new applicants would pay what is called the max rate. The intent is to stay in line with the maximum rents with our neighboring communities and allow an implementation plan to avoid overburdening tenants paying max rents. G. AGENCY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program (HIP) was provided to the Commission for review. Janet Moore summarized the report. She noted that a lot of the applications received are for AC units. She also noted that there has been a significant number of refinances since interest rates dropped; however rates have gone up recently so the volume has again decreased. Commissioner Wade tucker inquired if there is any interest in solar panels. Mrs. Moore responded that the City has an Energy Independence Program to assist those interested in solar panels as well as CVAG is looking at implementing a valley wide program of which the funding would come thru them. 5 Housing Commission Minutes JUNE 12, 2013 IX. NEXT MEETING DATE — SEPTEMBER 11, 2013 At this time, Janet Moore asked the Commission if everyone would be available for the September meeting. Ms. Turner responded no, noting she will not be available for the August or September. Mrs. Moore stated that if we don't have any participants to fill the vacancies at that point in time, September's meeting will be canceled due to a lack of quorum and commissioners will be notified.
