MINUTES
NOVEMBER 14, 2012
I. CALL TO ORDER
Wade Tucker, Housing Commission Chair, convened the meeting at 3:30 p.m.

MINUTES of the Regular Housing Commission meeting of October 10, 2012:
Commissioner Robert Nevares moved, by Minute Motion, to approve the
minutes of the October 10, 2012, meeting. Motion was seconded by
Commissioner Natalie Russo and passed 4-0.

VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
A draft staff report of the Housing Commission Bylaws was provided to the
Commission for review.
Janet Moore stated that the Housing Authority Board will review the staff report
at their November 15th meeting. A resolution to adopt the Housing Commission
Bylaws will be brought to this Commission at the next meeting. She noted the
amended Bylaws removed references to the Agency, identify personnel
assigned to certain Officer positions, as well as clarify the procedures for
regular meetings. Legal counsel identified that the Housing Commission may
have more to review than in the past.
The housing asset list submitted to the Department of Finance "DOF" included
trust deeds, covenants, and real property related to affordable housing. The
DOF did not object to any items on the list and agreed to the transfer of assets.
Therefore, the Oversight Board took an action to direct the successor agency of
the former Redevelopment Agency to transfer the assets. Consequently, the
DOF notified the City that they objected to the Oversight Board's action. At this
time, we do not know what that means exactly; the DOF has 60 days to request
more information. So, although, the successor agency took an action to transfer
the assets to the Housing Authority which also took an action to accept them; it
is pending the DOF's review.
Legal counsel also recommended that we not change the Housing Commission
meeting schedule yet but instead clarify the procedures to cancel meetings
under the Brown Act and give the chairman the authority to cancel a meeting if
there is no business to conduct. The Chairman may not cancel more than two
consecutive meetings.
Also in review was the quorum for the Housing Commission in terms of having
another voting member such as the councilmember liaison in the event there
was not a quorum. Legal counsel suggested we wait for the determination from
the DOF to see what the responsibilities will be of this Commission.
With regard to next year's calendar, Mrs. Moore stated that only one Housing
Commission meeting may have to be rescheduled to accommodate the City
Council's meeting schedule.
Commissioner Wade Tucker asked about any interest on the vacancies of the
Housing Commission. Mrs. Moore stated that the City Clerk accepts

applications all year long. A recent interested applicant was appointed to
another local commission and is most likely no longer interested.
Commissioner Jane Turner inquired if any thought was given to change the
number of members on the Housing Commission from 7 to 5. Mrs. Moore
stated that she would further review and wasn't sure if the number of members
was set by State Law. She noted that applications are reviewed in November
and appointments are made sometime in January or February.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
Jessica Gonzales summarized the memo provided to the Commission for
review.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
September.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
FOR APRIL
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for September.
Teresa Vakili reported that the properties are maintaining 99% occupancy
levels.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS FOR
APRIL
The Commission reviewed the Monthly Net Operating Income Statements for
September.
F. HOUSING AUTHORITY PROPERTIES UPDATE
The Commission reviewed the update for October.
Teresa Vakili summarized the update and reported that the properties are close
to completing the installation of carbon monoxide detectors by December 31,
2012 as required by law. She also mentioned that the new contracted

landscape company is working to bring the properties to the required standards
and are doing a much better job than the previous provider.
Commissioner Robert Nevares asked if the landscape company assessed the
rose bushes at Catalina Gardens. Ms. Vakili stated that that's a determination
that needs to be made by staff on whether to keep the rose bushes and just
prune them or completely transplant them to a different location better suited
for that plant material. Mr. Nevares commented that the rose bushes require
proper care and besides being an eye sore they are an expense to the City.
Ms. Vakili mentioned that the goal is to clean up the properties, let the pruning
cycle take place, and then determine the best plant material for the properties.
G. AGENCY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore summarized the report, stating that there are only 2 homes in
progress; one nearing completion. She also noted that staff notified the
applicants interested in the program of the emergency funding and received a
significant number of applications primarily with roof issues. We asked those
applicants with roof issues to submit their home insurance documents to verify
if they are covered. In most cases roof problems are not covered since an
event did not take place and therefore the roofs are considered age
deterioration. Once the homeowner has exhausted all their resources in terms
of coverage then the HIP program can assist up to its established maximums.
Commissioner Robert Nevares referenced the HIP report and asked if the
mobile home located on Highway 74 owned the lot as well or is it part of a
homeowners association. Councilmember Liaison Jean Benson stated that the
park was under negotiations to allow mobilehome owners to purchase their Tots.

X. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 3:51 p.m. to
December 12th, 2012.
