REQUEST: APPROVAL OF THE USE OF THE ENERGY SAVINGS
ASSISTANCE PROGRAM THROUGH SOUTHERN CALIFORNIA
EDISON AND SOUTHERN CALIFORNIA GAS COMPANY FOR THE
PURPOSE OF PROVIDING WEATHERIZATION, ENERGY
EFFICIENT APPLIANCES, AND INSTALLING NEW HVAC SYSTEMS
AT THE AUTHORITY'S AFFORDABLE HOUSING RENTAL
COMPLEXES

Recommendation
By Minute Motion, that the City Council
1) Approve the use of the Energy Savings Assistance Program, coordinated
through Southern California Edison and Southern California Gas Company
for the purpose of providing weatherization, energy efficient appliances, and
installing new HVAC systems at the Authority's affordable housing rental
complexes; and
2) Authorize the expenditure for the co-pays as well as coil replacements, if
necessary, from the replacement reserve accounts for the respective
properties; and
3) Authorize the Authority's property manager, RPM Company, to authorize the
work and execute documents necessary to facilitate the installation.
Monies are available in the individual property's replacement reserve budgets.
Executive Summary
Southern California Edison (SCE) and Southern California Gas Company (SCGC)
participate in the Energy Savings Assistance Program (ESAP), sanctioned by the California
Public Utilities Commission, for income qualified customers to provide weatherization,
energy efficient appliances, and installation of new energy efficient HVAC systems for those
systems that are over 10 years old, or systems that have an energy efficiency rating (SEER)
of 10 or under. Since the Authority's complexes are restricted to households of lower
incomes, the tenants are eligible to apply for these energy efficiency upgrades provided the
owner authorizes the installation and pays the applicable co-pay.
Background
SCE and SCGC participate in the ESAP program for income qualified customers to provide
weatherization, energy efficient appliances, and installation of new energy efficient HVAC
systems for those systems that are over 10 years old, or systems that have an energy
efficiency rating (SEER) of 10 or under.

The program was recently recommended to a senior tenant to replace an aging, but still
operable, HVAC system provided the Authority pay the co-pay of $500. Typically the
Authority would 'repair' a system unless it was completely inoperable. Repairs range from
$250 to $1,000 with a full replacement estimated to be $4,000 per system (including permits
and testing).
The program utilizes SCE-approved contractors with a small co-payment amount that the
owner pays to change out the system. The tenant is the actual applicant for the program,
but the owner of the property 'owns' the equipment and authorizes the installation. Under
the program the co-pay for a new HVAC system is $500, however, we are also opting to
replace the water coils at a cost of approximately $400 per unit since the program doesn't
cover the cost of the added part. The addition of the coil will allow the tenant to control the
system between heat and A/C. This is preferable to the Authority because otherwise a
maintenance service call is required twice a year to switch between heat and air and vice-
versa. The program co-pay and water coil costs are less than 25% of what a new system
($4,000) would cost the Authority.
One HVAC system has been installed so far and the Authority has been given a verbal
confirmation that it appears there could be 80-85 more units that qualify. Annually there are
monies set aside to replace systems that become so inefficient or inoperable that they must
be replaced. Staff recommends utilizing the program for qualified units provided there are
sufficient monies available in replacement reserve.
The replacements will not only save the tenant money on utilities, it will significantly reduce
the Authority's costs for HVAC replacements. In addition, the tenants have also benefitted
from free appliances. For example, 30 tenants at Las Serenas have qualified to have their
refrigerators replaced for free. Many other tenants have taken advantage of weatherization.
Fiscal Impact
The fiscal impact of this request will be the cost of the co-pay and water coil for each unit
that qualifies. For example, if 80 units qualify then the cost would be approximately
$72,000. Monies are available in the individual property's replace ent reserve budgets.

• If you have any problems with the services provided,you should contact the Installation Contractor as soon as possible,or call SCE.
• A SCE-approved inspection agency representative may contact you to inspect the quality and safety of the services provided.
• You may receive a customer satisfaction survey from SCE in the mail. If so,please complete the survey at your earliest convenience
and mail it back in the postage paid envelope.
IMPORTANT:Please note that as a renter/tenant who does not own the appliance(s),the installation of the service(s)noted above
is contingent upon a co-payment that will be paid by the owner of the appliance.

Apartments. These hot water coils will be connected to the new equipment provided through Southern California
Edison's ESA program,which consists of a new two-ton air handler,a two-ton condensing unit,and when applicable a
programmable thermostat. The new equipment to be installed in each unit is as follows:

The ESA Program covers the cost to purchase and install the air conditioning equipment(air handler,condensing unit and
when applicable a programmable thermostat),duct test and seal accessible ducts. In renter occupied dwellings,the ESA
Program requires property-owners to pay a$500.00 co-pay per unit prior to commencing the work. The$500.00 co-pay
is paid directly to our company,John Harrison Contracting(JHC),Inc.
If you would like JHC to purchase hot water coils,the cost to replace the HVAC equipment for each unit will be$890.00,
inclusive of the co-pay and new hot water coil. Alternatively,we can arrange for RPM to purchase the coils directly from
the supplier.
Based on the information we have collected during the enrollment process,we estimate that 80-85 units qualify for air
conditioner replacement services through the ESA Program.We can place the order for the hot water coils upon receiving
your written commitment. Please note that the hot water coils require a 3-4 week lead-time for delivery.
Upon receiving the equipment and payment for the co-pay and coil,we will begin scheduling the work. Should you have

How Can I Verify If The Field Employee Is Approved By SCE?
Employees of contracted service providers certified to represent the ESA Program must present a valid,SCE-
assigned badge containing the following information
On the front of the badge:
■ Picture and name of the employee
• Name of the service provider
• Badge number
On the back of the badge:
• Name and contact information for the field personnel's employer(service provider)
• SCE's toll-free number
• Mailing address so that the badge may be returned to SCE in the event that it is lost or damaged
Customers with concerns about the field employee's identity or with general questions about the visit may call
(800)736-4777 to speak to an SCE representative.The representative will be able to verify the field employee's
identity and if the employee is certified to represent the ESA Program.
How Does the Program Work?
There are three stages in the program.Each stage is delivered by respected community organizations and
building contractors.Participate in this program by following the three steps outlined below.
1. Outreach&Assessment
Find out if you're eligible for the program,according to the following criteria:
• All customers must provide proof of income
• Homeowners must provide proof of ownership
• Renters must provide the property owner's written permission
Check your home to see if the recommended products or services will work.(For example,if a
recommended refrigerator won't fit in your kitchen,SCE will not install it.)
2. Installation
Install appliances or implement other recommendations.The California Public Utilities
Commission requires installers to:
• Meet or exceed existing codes and regulations
• Follow accepted building practices
3. Inspection
An inspection will be performed in your home to see if the contractor has completed the work up
to standards.If the work is not done properly,it will be redone at no cost to you.
What Appliances or Services Could You Get?
Qualified SCE customers are eligible for a number of appliance upgrades or energy-saving services:
Cooling Measures
A qualified customer who has a working refrigerated air conditioning unit that is permanently installed may receive
one or more of the following:
■ in climate zones 10-15,a replacement energy-efficient window or wall air conditioner.The existing unit
must he at least 15 years old.
• In climate zones 10-16,an energy-efficient evaporative cooler(also called a"swamp cooler").
■ In climate zones 14-15,replacement energy-efficient central air conditioning.The existing unit must have a
SEER rating of 10 or less,OR must he at least 10 years old.
Refrigerator Replacement
If you have a working electric refrigerator that was manufactured before 1999 and is at least 10 cubic feet in size,
you may qualify to receive a free,new,more energy-efficient replacement.
Pool Pump Replacement
If you reside in a single-family home with an in-ground pool,you may be eligible to receive a free,energy-efficient
replacement pool pump.

If you use electric space heating,you may be eligible to receive free weatherization services.SCE will make
repairs or improvements that will help keep your home warmer in winter and cooler in summer.
Lighting
If you qualify,you may be able to receive:
• Compact fluorescent light bulbs(CFLs),which use up to 70%less energy than ordinary incandescent bulbs
and last 7-8 times longer
■ Replacement outdoor fixtures with CFLs
• If you have a working incandescent or halogen torchiere,you may receive a replacement that's more
energy efficient
Energy Savings Assistance Program Agencies 8 Contractors
SCE has recently added new organizations to its network of service providers to address the program's increased
demand,SCE will continue to monitor and evaluate the ability of the existing network to meet the program goals.
In areas where potential gaps exist,we will utilize the Energy Savings Assistance Program vendor/contractor
interest list to identify potential organizations to fill the void.
If you are an organization who would like to be added to the interest list,please send the following information via

• Company background,including years in service providing energy efficiency-related services to low-income
customers
■ Information for the primary contact and the address to the office/headquarters
■ Staffing plan-current structure including organization chart and outreach staff capacity
• Summary of qualifications,including skills,abilities and licenses(include CSLB#)
■ Summary of insurance coverage
■ E-copy of your WMDVBE Certificate(if applicable)
■ Summary of any other California utility contract,including goals and service area,and breakdown of
productivity by ZIP code
■ Contact information for three professional references
■ Description of joint ventures or affiliation with any existing SCE low-income service provider

commitment by SCE to your organization to add your organization to the Energy Savings Assistance Program

award one or more contracts to as many organizations as required to ensure service delivery throughout SCE's
