PARTICIPATION IN THE ENERGY SAVINGS ASSISTANCE
PROGRAM

Backqround
In July 2013, the Authority Board authorized the participation in the Energy Savings
Assistance Program (ESAP), through Southern California Edison (SCE) and Southern
California Gas Company (SCGC), for the Authority's affordable housing rental
complexes.
Since that time, the ESAP program has installed 71 air conditioning systems (HVAC's)
within our complexes by replacing aging, but still operable systems. As part of the
installation, duct testing, duct sealing and HERS certification are also completed. On the
71 systems installed under the ESAP program the Authority has only had to pay
between $500 and $900 per system as its participatory "co-pays". The average full cost
of a complete HVAC system including duct testing, sealing and permits is $ 3,100. That
is an estimated $160,810 savings to the Authority over the full cost of replacements thus
far.
ESAP has also provided 37 refrigerators free of charge, weatherization services
including water heater insulation blankets and weather stripping of doors, installation of
low flow shower heads and faucet aerators, and changing out older light bulbs to energy
efficient versions. Below is a summary of the program participation by property.

The Authority will continue to participate in the program on an as needed basis.
Funds are set-aside for this type of replacement in the Replacement Reserve
accounts for the specific properties.
