(This amount is equal to 20% of the annual contract amount.) Monies have been included in the FY 2014/2015 proposed Palm Desert Housing Authority's operating budget, in the appropriate Authority accounts. Housinq Commission Recommendation The Housing Commission reviewed the recommendation at its regular meeting of December 10, 2014. Staff will provide a verbal report upon request. Executive Summary Authorizing an increase in the amount allocated for extra work will allow Liberty Landscape ("Liberty") to correct issues that existed prior to taking over the contract in July of 2014. The work to be done includes relocating sprinklers, valves, removal of non-drought tolerant plants as well as removal of turf in areas that provide no benefit to tenants but instead causes deterioration of hardscapes from water overspray. Any qualifying turf removal will be submitted to CVWD as part of their "Landscape Water Management Program". Staff Report Approve Amendment No. 1 Contract No. HA33480 December 11, 2014 Page 2 of 2 Backqround In June 2014, the Authority Board approved a contract with Liberty Landscape, Inc. in the annual amount of $293,004 with an additional amount for `extra work' not to exceed 10% of the annual contract (or $29,300) for the Authority's rental properties. Liberty began work on the Authority's rental properties on July 1, 2014 and has steadily been addressing concerns that existed prior to taking over the contract (extra work). It has become clear that more work is needed to correct issues that have been lingering since the elimination of RDA such as relocating sprinklers, valves, removal of water thirsty plants/turf as well as removal of turf in areas that provides no benefit to tenants but instead causes deterioration of hardscapes and other hazards. One problem area in particular at Neighbors Apartments has already gone through the approval process with CVWD for turf removal. CVWD has agreed to rebate the Authority up to $1.00 per sq. ft. for the turf removal of approximately 11,950 sq. ft. but the work must be completed within 90 days of CVWD's approval dated November 14, 2014. To take advantage of the rebates from CVWD we will complete the work from the allocated extra work amount already approved with the contract. The cost for this work that includes removal of turF and replacement of drought tolerant plantings and irrigation is $27,236. All work will be completed at the contract approved rates for `extra work'. Without this increase, other extra work will have to be postponed until July 2015. Staff therefore recommends increasing the extra work portion of the contract by an additional 10% of the annual contract, in the amount of $29,300. This will make the total annual extra work amount for the contract equal to 20% or $58,600. Fiscal Analvsis The fiscal impact of this increase is the additional 10% (or $29,300) for the extra work not to exceed a total of$58,600 annually.
