MINUTES
MAY 14, 2014
I. CALL TO ORDER
Natalie Russo, Housing Commission Chair, convened the meeting at 3:30 p.m.

III. ORAL COMMUNICATIONS
Commission was asked to add a new staff report Adobe Villas Replacement
Housing Plan to this agenda for discussion under New Business.
Motion was made by Jane Turner to add Adobe Villas Replacement
Housing Plan to the Housing Commission Agenda under New Business,
Section D and seconded by Commissioner Robert Nevares and carried by
7-0 vote (AYES: Ballard, Lewis, Nevares, Turner, Tucker, Whitehurst, and
Russo; NOES: none).

IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of April 9, 2014:
Motion was made by Commissioner Jane Turner to approve the minutes
of the April 9th, 2014 meeting. Motion was seconded by Commissioner
Joy Whitehurst and carried by 7-0 vote (AYES: Ballard, Lewis, Nevares,
Turner, Tucker, Whitehurst, and Russo; NOES: none).
V. NEW BUSINESS
A. Authorize the use of Lowe's Home Centers, Inc. for the purchase of
appliances
A revised staff report was distributed to the Housing Commission.
Jessica Gonzales summarized the staff report, stating that this contract will
be utilized for the purchase of varying appliances to include repair and
operating supplies.
Janet Moore also mentioned that last year the Authority rental properties
participated in the Southern California Electric program and replaced
refrigerators for free. However, this year we don't know how many will be
eligible and therefore the amount was increased from $40,000 to $42,000
to offset the cost.
Motion was made by Commissioner Jane Turner to forward a
recommendation to the Palm Desert Housing Authority to authorize
the use of Lowe's Centers, Inc. for purposes of procuring, delivering
and recycling appliances for the Authority owned residential rental
properties for FY 2014/2015 in an amount not to exceed $40,000.00
Motion was seconded by Commissioner Greg Ballard and carried by
7-0 vote (AYES: Ballard, Lewis, Nevares, Turner, Tucker, Whitehurst,
and Russo; NOES: none).
B. Authorize an increase to HD Supply Facilities for the fiscal year 2013/2014
Jessica Gonzales summarized the staff report, stating that the $100,000
budgeted for this fiscal year has been expended.
Commissioner Greg Ballard asked what was needed at the properties for
the increase.

Mrs. Gonzales stated that the $25,000 increase would cover expenses for
materials and supplies that are of a continuing nature related to the
properties until the end of this fiscal year.
Commissioner Jane Turner expressed concern with the timeframe left on
the contract and felt the increase was not necessary.
Janet Moore stated that RPM was asked to only do the deferred
maintenance that was absolutely necessary due to the uncertainty of
funding with the elimination of the former redevelopment agency. RPM did
what was necessary but because they were in such good shape it was
minimal projects. The increase will allow RPM to do what they can until the
end of June. The same amount of $125,000 was budgeted for HD Supplies
next year.
Upon question on the type of supplies needed, Teresa Vakili replied
garbage disposals, light fixtures, NC compressors, plumbing supplies, etc.
She noted that HD Supply carries apartment industrial supplies as well as
better pricing than Lowes and Home Depot. She also noted that the
increase will assist with projects that are pending.
Commissioner Wade Tucker asked what the largest expense was at the
properties.
Mrs. Vakili replied carpeting and water heaters to name a few.
Motion was made by Commissioner Joy Whitehurst to forward the
recommendation to the Palm Desert Housing Authority to authorize
the use of HD Supply Facilities Maintenance for purchase of materials
and supplies for the Authority owned residential rental properties for
FY2014/2015 in an amount not to exceed $125,000.00. Motion was
seconded by Commissioner Joy Whitehurst and carried by 6-1 vote
(AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Russo;
NOES: Turner).
C. Amendment to RPM Agreement for Property Management Services.
Janet Moore summarized the staff report. Mrs. Moore stated that RPM
provides face to face customer service as opposed to other affordable
complexes that send certifications to a corporate office off -site. In addition,
RPM treats the properties as their own, is very attentive to our needs and
continues to maintain the properties in excellent condition.
Commissioner Jane Turner agreed and stated that RPM Company has
done an excellent job managing these properties. Ms. Turner also inquired
if staff goes out to bid for this type of service.

Mrs. Moore stated that because this is considered professional services,
staff does not necessarily have to go through the competitive bid process.
However, staff asks for qualifications from organizations when they are
needed, in this case, the contract does allow for an extension so we are
opting to extend.
Commissioner Mike Lewis inquired on the annual fee fluctuating at times.
Mrs. Moore replied that whenever a unit is considered down (uninhabitable)
by the Housing Department, RPM gets a reduced fee for that unit.
Commissioner Wade Tucker asked if RPM was happy to continue these
services with no increase.
Teresa Vakili replied they were very content and has had a good working
relationship with the City since 1998.
Motion was made by Commissioner Mike Lewis to forward the
recommendation to the Palm Desert Housing Authority to approve the
Amendment to the Agreement for Property Management Services
("Agreement") with Ray, Douglas, Ann, and Patrick, Inc. a.k.a. RPM
Company for the extension of the contract effective January 1, 2015,
for a (24) month term at no increase in management fees. Motion was
seconded by Commissioner Jane Turner and carried by 7-0 vote
(AYES: Ballard, Lewis, Nevares, Turner, Tucker, Whitehurst, and
Russo; NOES: none).
D. Adobe Villas Replacement Housing Plan
Jessica Gonzales summarized the staff report, stating that Adobe Villas
proposed project was to demolish the apartments to develop a public
parking lot. This plan was placed on hold since July of 2011 due to the
elimination of the former Redevelopment Agency. With regards to replacing
the units, we have identified several units from existing stock as
replacement units.
Motion was made by Commissioner Mike Lewis to forward the
recommendation to the Palm Desert Housing Authority Board and
waive further reading and adopt SARDA Resolution No. PDHA
Resolution No. , approving the Replacement Housing Plan for
the Adobe Villas Apartments, substantially in the form attached.
Motion was seconded by Commissioner Wade Tucker and carried by
7-0 vote (AYES: Ballard, Lewis, Nevares, Turner, Tucker, Whitehurst,
and Russo; NOES: none).

VI. CONTINUED BUSINESS
VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
Renderings of Carlos Ortega Villas proposed plans were provided to the
Commission for review.
Janet Moore stated that staff is out to bid for this project and anticipates that bid
closing June 2"d; groundbreaking is tentatively scheduled the early part of July.
Upon question, Mrs. Moore provided a brief background of Carlos Ortega the
former City Manager for the City of Palm Desert who passed away
approximately 5 years ago. She highlighted how he was instrumental in Palm
Desert's forward thinking growth including the white water flood channel,
affordable housing for the City's workers, economic development as well as
encouraged the City to be on the forefront of energy efficiencies.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
Jessica Gonzales summarized the memo provided to the Commission for
review.
Mrs. Gonzales referenced the second page of the report and stated that the
City Manager recommended that the amounts be changed on the Home Depot
and Lowe's staff reports after the Commission's review but prior to the
Authority's approval to $40,000 for Lowe's and $20,000 for Home Depot. The
change further reflects the intent to utilize Lowe's as a priority since it is in Palm
Desert.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for March.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for March.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS

The Commission reviewed the Monthly Net Operating Income Statements
March.
Councilmember Liaison Jean Benson inquired if the tenants at the senior
properties are requesting to transfer to Carlos Ortega Villas due to location.
Teresa Vakili replied yes however they will not start accepting names to be
placed on the wait list until February or March of 2015.
Councilmember Benson also inquired on golf carts available for tenants.
Janet Moore stated that parking and charging locations for golf cars will be
incorporated in the construction of the project. She indicated that due to the
liability issues involved we would not have golf carts that tenants could use, but
that several seniors at our properties now have them and she expects tenants
to do the same at this complex as it will be easy access to services with a golf
cart.
F. HOUSING AUTHORITY PROPERTIES UPDATE
Teresa Vakili summarized the April report.
Commissioner Jane Turner questioned the bed -bug treatment at Catalina
Gardens and asked if all the units were inspected as well.
Mrs. Vakili stated that not all the units were inspected. In this particular case,
the tenant infected with bed bugs gave his personal items away while preparing
for treatment and spread the bed bugs. Those neighboring units that were
infected will be treated.
Commissioner Joy Whitehurst noted the comment on the update about the
replacement of a flag and reported that she collects American flags (faded or
ripped) and donates them to the American Legion in the event anyone was
interested in donating.
G. AGENCY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore stated that there were a significant number of inquiries this month
regarding the program due to the publication in the Brightside.
