CALL TO ORDER Robert Nevares, Housing Commission Chair, convened the meeting at 3:30 P. m. II. ROLL CALL Present: Absent: Robert Nevares, Chair Natalie Russo Jane Turner Wade Tucker Others Present: Janet Moore, Director of Housing Jessica Gonzales, Management Analyst Teresa Vakili, RPM Company Patty Leon, Recording Secretary III. ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of December 11, 2013: Commissioner Wade Tucker moved, by Minute Motion, to approve the minutes of the December 11th, 2013 meeting. Motion was seconded by Commissioner Natalie Russo and passed 4-0. V. NEW BUSINESS A. Election of Officers for the year 2014 1 Housing Commission Minutes JANUARY 8, 2014 Commissioner Robert Nevares moved, by Minute Motion, to nominate Natalie Russo for 2014 Commission Chair. Motion passed unanimously 4-0. Janet Moore offered a suggestion to the Commission and stated that they may delay the nomination of a Vice Chair if they choose to, considering we have not received applications for new members. Commissioner Wade Tucker moved, by Minute Motion, to nominate Jane Turner for 2014 Commission Vice -Chair. Motion was seconded by Commissioner Natalie Russo and passed 3-0-1 with Commissioner Jane Turner Abstaining. At this time, new Housing Commission Chair Natalie Russo took over the meeting. B. One Quail Place Ponds Janet Moore summarized the staff report to reject the bids at One Quail Place. Commissioner Robert Nevares commented on the high cost for the project and asked for clarification on the scope of work. Teresa Vakili stated that the nine ponds currently have bio filters, motors, rocks, concrete beds and will all have to be removed then filled with soil, irrigation, plant replacement, seating area, lighting, etc . Mrs. Moore stated that the bids were thoroughly reviewed by both staff and legal counsel and were considered incomplete. Staff defined the specifics to remove the ponds in the scope of work however was looking for new fresh ideas in terms of design, types of plants, seating areas, lighting, etc. Therefore, staff decided that a design included with the scope of work would be more ideal and helpful. Once those design plans are completed, staff will bring them to the Commission for review. Commissioner Wade Tucker moved, by Minute Motion, to forward the recommendation to the Housing Authority to reject all bids received for the removal, demolition, and backfill of nine ponds at One Quail Place. Motion was seconded by Commissioner Natalie Russo and passed 4-0. 2 Housing Commission Minutes JANUARY 8, 2014 C. Design of the Landscape and Demolition Plans for One Quail Place Ponds Janet Moore summarized the staff report, stating that Ray Lopez Associates has worked with the Landscape Department in the past and understands the requirements of the City. Commissioner Wade Tucker asked if Ray Lopez Associates were local. Mrs. Moore replied yes and noted that the City has a preference for local vendors and strives to honor them. It was also noted that Ray Lopez Associates' price for design was reasonable plus Mr. Lopez understood the types of plants, materials and seating areas we envision. Commissioner Jane Turner moved, by Minute Motion, to forward the recommendation to the Housing Authority to approve a professional services agreement with Ray Lopez Associates for the design of the landscape and demolition plans for the backfill of nine ponds at One Quail Place. Motion was seconded by Commissioner Wade Tucker and passed 4-0 VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS Janet Moore provided a brief update on the Carlos Ortega Villas project, stating that the newspaper had recently published an article on the project. She noted that the project is moving forward and awaiting approvals from plan check. The project did receive authorization for funding. Commissioner Jane Turner inquired on the commission's involvement with this project and if there would be any action items from this commission. Mrs. Moore stated that in the past, this project would have been the purview of the Redevelopment Agency which has been dissolved; therefore, the Housing Authority will oversee the project and take the necessary actions. B. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for November. C. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT 3 Housing Commission Minutes JANUARY 8, 2014 The Commission reviewed the Monthly Occupancy and Average Rent Statement for November. Teresa Vakili referenced the report and stated that most of the occupancies are below the 80% income level very low and low. Janet Moore reported that HUD released preliminary information in regards to the income limits for 2014. She noted that the income limits have gone down which is unusual and may affect those applicants trying to qualify for a Falcon Crest home. The income limits are expected to be released and published sometime before June. D. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements November. E. HOUSING AUTHORITY PROPERTIES UPDATE Teresa Vakili summarized the report. Commissioner Natalie Russo referenced the report and questioned the leak at Palm Village; Teresa Vakili responded that it was due to the HVAC leak that runs through the hallway. F AGENCY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program (HIP) was provided to the Commission for review. Janet Moore summarized the report, stating one in process and moving forward with a roof replacement. IX. NEXT MEETING DATE — FEBRUARY 12, 2014 Approved schedule of Housing Commission meeting dates for 2014 X.
