Home My WebLink AboutFY 15-16 - Vendors - HA-Owned Rsdntl Properties PALM DESERT HOUSING AUTHORITY STAFF REPORT REQUEST: AUTHORIZE THE USE OF NAMED VENDORS FOR PURPOSES OF PROVIDING RECURRING, ROUTINE SERVICES, SUPPLIES, AND MAINTENANCE TO THE HOUSING AUTHORITY OWNED RESIDENTIAL RENTAL PROPERTIES SUBMITTED BY: Janet Moore, Director of Housing DATE: July 9, 2015 CONTENTS: FY 2015/2016 Palm Desert Housing Authority Vendor List Recommendation By Minute Motion, authorize the use of vendors on the attached Palm Desert Housing Authority Vendor List for the purposes of providing recurring, routine services, supplies, and maintenance to the Housing Authority owned residential rental properties pursuant to Section 3.32.110 of the Palm Desert Municipal Code effective July 9, 2015. Commission Recommendation The Housing Commission reviewed this recommendation at its meeting of July 8, 2015. Staff will provide a verbal report upon request of the Authority Board. Executive Summary By authorizing the use of the attached updated vendor list for the Housing Authority ("Authority") residential rental properties, the Authority's contracted management company will be able to utilize the companies for services and supplies at an accelerated efficiency due to their immediate accessibility. The list is updated and amended as needed to ensure quality, availability and competitive pricing. Whenever possible, local vendors will be used for the desired supplies and services. Background The Authority operates approximately 1,000 residential rental units. Pursuant to Section 3.32.110 of the Municipal Code, the Authority may obtain routine and recurring services, supplies, and maintenance by adopting a procedure approved by the City Manager. By creating the attached list, vendors may be utilized by the contracted management company in order to provide routine, recurring services, supplies and maintenance to the properties. As a responsibility to obtain the best prices the contracted management STAFF REPORT 2015-2016 Palm Desert Housing Authority Vendor List July 9, 2015 Page 2 company routinely obtains quotes depending on the type of supply, service or maintenance to be completed. Quotes are requested of local providers as well as outside the area to ensure competitive pricing. This list does not preclude any vendor or service provider from providing pricing for their services during the time the list is active. Whenever possible, local vendors are used for the desired supplies and services. Fifty one percent (51%) of the listed vendors are local and sixty six percent (66%) of the listed vendors are within Riverside County. The attached list supersedes all previous vendor lists and amendments. Generally, more than one provider has been listed to ensure availability and competitive pricing. Several service providers have a maximum per occurrence in order for recurring maintenance to be accomplished routinely and in a timely manner. Staff will request changes to the list from time to time as is necessary to ensure quality, reliability, and availability of service, supplies and maintenance providers. Staff requests approval of this request to facilitate the continued routine, recurring maintenance of the properties. Fiscal Analysis There is no direct fiscal impact with the approval of the request. Nonetheless, not having a vendor list established may potentially result in a loss of revenue due to the timing constraints associated with scheduling routine maintenance items from vendors who have not previously provided pricing.
