MINUTES
JANUARY 14, 2015
I. CALL TO ORDER
Mike Lewis, Housing Commission Chair, convened the meeting at 3:30 p.m.

Commission was asked to add a new staff report Midyear Budget Adjustments
and Transfers to this agenda for discussion under New Business.
Motion was made by Jane Turner to add the Midyear Budget Adjustments
and Transfers to the Housing Commission Agenda under New Business,
Section C. Motion was seconded by Commissioner Wade Tucker and
carried by 4-0-2 vote (AYES: Tucker, Turner, Whitehurst and Lewis;
NOES: none; Absent: Ballard and Nevares).

MINUTES of the Regular Housing Commission meeting of December 10,

Motion was made by Commissioner Wade Tucker to approve the minutes
of the December 10, 2014 meeting. Motion was seconded by
Commissioner Joy Whitehurst and carried by 4-0-2 vote (AYES: Tucker,
Turner, Whitehurst, and Lewis; NOES: none; Absent: Ballard and
Nevares).
VI. NEW BUSINESS
A. Approve Change Order No. 6 to Contract No. HA29410B with Optimus
Construction — Carlos Ortega Villas
Heather Buck clarified that the motion should be a Receive and File report
since the Housing Authority approved this request at their Housing
Authority meeting of January 8th, 2015. Change Order No. 6 is for the
addition of water siphon and air vacuum which will require the water lines
on Dudley Street to be rerouted around existing utility conduits.
Motion was made by Commissioner Jane Turner to receive and file
the approved staff report from the Housing Authority Board meeting
of January 8th. 2015: 1) Approve Change Order No. 6 to Contract
HA29410B with Optimus Construction for the Carlos Ortega Villas.
Motion was seconded by Commissioner Joy Whitehurst and carried
by 4-0-2 vote (AYES: Tucker, Turner, Whitehurst, and Lewis; NOES:
none; Absent: Ballard and Nevares).
B. Approve Change Order No. 7 to Contract No. HA29410B with Optimus
Construction — Carlos Ortega Villas
Heather Buck summarized the staff report stating that Coachella Valley
Water District required a change in the size of the eleven (11) water meter
services feeding the water meters from 1 inch to 1 '/2 inch.
Commissioner Mike Lewis asked if there was a reason to change the size
in the meters. Mrs. Buck stated that it was a CVWD requirement and had
no further information.
Motion was made by Commissioner Jane Turner to forward a
recommendation to the Palm Desert Housing Authority to approve
Change Order No. 7 to Contract No. HA29140B with Optimus
Construction, Inc., for construction of the Carlos Ortega Villas. Motion
was seconded by Commissioner Wade Tucker and carried by 4-0-2
vote (AYES: Tucker, Turner, Whitehurst, and Lewis; NOES: none;
Absent: Ballard and Nevares).

C. Midyear Budget Adjustments and Transfers
Janet Moore summarized page one of the memo prepared by Veronica
Tapia who was available to answer any questions. She referenced the line
item HA PROF -OTHER and mentioned there was a decrease of $10,000
to offset income to line item HAF PROF -OTHER ADMIN. She noted that
State is requiring that a specific housing fund be set aside for monies
received after the dissolution of redevelopment as well as a housing fund
that pays for administration. The 3 line items that start with CLO are
administrative budget for Carlos Ortega Villas in order to begin a wait list
and to cover costs such as stationary associated with the wait list. In
addition, there was an increase of one million dollars to line item ACQN,
REHAB & RESALE for cost of sales given that we are now able to sell
homes in inventory.
Motion was made by Commissioner Jane Turner to forward a
recommendation to the Finance Director to include the 2014-2015
Palm Desert Housing Authority mid -year adjustments in the mid -year
budget report to the Housing Authority board for approval at a future
meeting. Motion was seconded by Commissioner Joy Whitehurst and
carried by 4-0-2 vote (AYES: Tucker, Turner, Whitehurst, and Lewis;
NOES: none; Absent: Ballard and Nevares).

A. COMMISSION REPORTS
A slideshow presentation of Carlos Ortega Villa's construction progress was
presented to the Commission.
Upon question on the number of pools at Carlos Ortega Villas, Janet Moore
stated that one aquatic therapy feature (more appropriately known as) will be
constructed. She noted that in the initial design, a solar water heated system
was not incorporated for the aquatic therapy feature; however, a change order
was approved to allow for solar panels with rebates for part of the construction
costs.
Commissioner Wade Tucker asked about the cost for the solar panels for the
entire community.
Heather Buck replied she did not have the breakdown cost with her.

B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council meeting
of December 11, 2014 was provided to the Commission for review.
Commissioner Jane Turner asked if a Council representative was selected for
this Commission.
Janet Moore stated that the Council requested further discussion on the
appointments; an official decision will be made at their next council meeting.
Council also discussed selecting new members to committee/commissions
after their appointments have been made.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
November.
Commissioner Mike Lewis inquired on the fire unit at Las Serenas.
Teresa Vakili stated that work is in progress, the attic insulation was complete,
and are currently finalizing the roof tile work and the installation of countertops.
Upon question, Mrs. Vakili mentioned that the tenant who resided at the fire unit
was transferred to One Quail Place.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for November.
Commissioner Wade Tucker asked Teresa Vakili if she was happy with the
status of the properties.
Teresa Vakili replied she was happy to see the down units at Las Serenas are
almost complete with the renovations. HD Supply recently completed two
homes at the for sale communities and will begin renovating the 2 down units at
Desert Pointe currently down to the studs.
Discussion ensued with the factors included in land use zoned for affordable
housing. Land use planning and zoning issues are considered by the City of
Palm Desert's City Council and not the Housing Authority Board, and therefore
would not be items reviewed by this Commission.

E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
November.
Janet Moore reported that the State of California enacted legislation to require
that all maintenance, services and construction of any kind in public works
projects will now be required that they are prevailing wage projects.
F HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review.
Teresa Vakili summarized the update addressing the slab leak repair at One
Quail Place. She mentioned that John Harrison Construction is servicing the
AC units at One Quail Place; this will be a service conducted once every two
years but she will confirm the frequency.
G. AUTHORITY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore summarized the report.
IX. NEXT MEETING DATE — February 11, 2015
An approved schedule of Housing Commission meeting dates for 2015 was
provided to the Commission.
X. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 4:22 p.m.
