CALL TO ORDER Mike Lewis, Housing Commission Chair, convened the meeting at 3:30 p.m. II. ROLL CALL Present: Absent: Mike Lewis - Chair Jane Turner — Vice Chair Heather Horning Robert Nevares Wade Tucker Joy Whitehurst Others Present: Sabby Jonathan, City Council Member Liaison Janet Moore, Director of Housing Jessica Gonzales, Management Analyst Teresa Vakili, RPM Company Heather Buck, Project Coordinator Patty Leon, Recording Secretary Gregory Ballard III. ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of September 9, 2015: Motion was made by Commissioner Mike Lewis to approve the minutes of the Housing Commission meeting of September 9, 2015. Motion was seconded by Commissioner Wade Tucker and carried by 5-0-1 vote (AYES: Horning, Nevares, Tucker, Whitehurst, and Lewis; NOES: none; ABSENT: Ballard; ABSTAIN: Turner). 1 Housing Commission Minutes OCTOBER 7, 2015 V. NEW BUSINESS A. Approve Change Order No. 13 to Contract No. HA29410B with Optimus Construction, Inc. in the amount of $25,788.94 for construction of the Carlos Ortega Villas. Heather Buck summarized the staff report addressing the revisions pertaining to costs for additional labor and materials. Motion was made by Commissioner Jane Turner to forward a recommendation to the Palm Desert Housing Authority to approve Change Order No. 13 to Contract No. HA29410B with Optimus Construction, Inc. in the amount of $25,788.94 for construction of the Carlos Ortega Villas. Motion was seconded by Commissioner Joy Whitehurst and carried by 6-0 vote (AYES: Horning, Nevares, Tucker, Turner, Whitehurst, and Lewis; NOES: none; ABSENT: Ballard). VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS Janet Moore referenced the slideshow for Carlos Ortega Villas that show recent pictures of several units almost fully completed. Commissioner Mike Lewis asked about a grand opening ceremony for the project. Mrs. Moore replied that the expected completion date will be right around the Holidays and therefore staff is planning on a grand opening sometime in January. Commissioner Joy Whitehurst inquired on Casey's building. Mrs. Moore replied that City staff is negotiating with a contractor who submitted a Request for Proposal "RFP". The intent is to demolish the building; however, the use of land has not been determined. Commissioner Lewis referenced a picture that shows the interior air conditioning system inside a unit. Mrs. Moore stated that when staff discussed the design process of COV, this option was provided to the Architect given the goal of a net zero project. The Architect found the interior AC systems to be the most energy efficient. The interior AC systems will be installed in the bedrooms and living rooms in all units at COV. It was also noted that Laguna Palms incorporated these systems in their units during their renovation project. 2 Housing Commission Minutes OCTOBER 7, 2015 An oral report and pictures on Habitat for Humanity's event in collaboration with Home Depot Foundation was provided by Jessica Gonzales. She mentioned that there were approximately 150 volunteers who helped frame and stand walls. It was noted that the homes will be solar powered. B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council meetings in September were provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for August. Teresa Vakili reported 98.8% occupancy. She provided an update on the four units at California Villas that were damaged due to the recent rain storm; roofs are currently being renovated. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for August. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for August. Commissioner Mike Lewis asked if the monies for the repairs at California Villas will be paid through the insurance company. Teresa Vakili replied that the vendors will get paid now and will be reimbursed by the insurance company later. It was noted that all emergency repairs are considered prevailing wage. F HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review. G. AUTHORITY HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program (HIP) was provided to the Commission for review. 3 Housing Commission Minutes OCTOBER 7, 2015 Janet Moore stated that the report was modified to include those applicants that were referred to outside funding sources. Southern Califomia Edison and the Gas Company have programs that replaces furnace, AC units, etc. for free, if applicable. John Harrison Contracting works with SCE and has submitted a report that shows the number of services provided within the last year. At this time, Mrs. Moore stated that Councilmember Sabby Jonathan apologized for leaving the meeting early to attend another meeting scheduled at this time. VIII. NEXT MEETING DATE — November 4, 2015 Adjourned Meeting Commissioner Jane Turner commented on a newspaper article regarding the return of redevelopment agency. Janet Moore stated that based on the criteria required, she didn't think the City of Palm Desert would qualify at this time. IX.
