NOVEMBER 4, 2015
I. CALL TO ORDER
Mike Lewis, Housing Commission Chair, convened the meeting at 3:30 p.m.

IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of October 7, 2015:
Motion was made by Commissioner Jane Turner to approve the minutes
of the Housing Commission meeting of October 7, 2015. Motion was
seconded by Commissioner Wade Tucker and carried by 5-0-1 vote
(AYES: Horning, Nevares, Tucker, Turner, Whitehurst, and Lewis; NOES:
none; ABSTAINED: Ballard)

V. NEW BUSINESS
A. Approve Change Order No. 14 to Contract No. HA29410B with Optimus
Construction, Inc. in the amount of $13,454.35 for construction of the Carlos
Ortega Villas.
Heather Buck summarized the staff report, stating the project is on schedule
and expected to be completed before Christmas.
Commissioner Jane Turner asked about the structure conflicts. Mrs. Buck
stated that the conflicts are pertaining to the limited space underground.
Councilmember Liaison Sabby Jonathan asked about the 20% set aside for
contingency and if any unforeseen issues are expected which may result in
utilizing those monies. Mrs. Buck replied that the contractor has been
upfront with changes to the contract and did not see any substantial
changes at this time.
Motion was made by Commissioner Jane Turner to forward a
recommendation to the Palm Desert Housing Authority to approve
Change Order No. 14 to Contract No. HA29410B with Optimus
Construction, Inc. in the amount of $13,454.35 for construction of the
Carlos Ortega Villas. Motion was seconded by Commissioner Joy
Whitehurst and carried by 7-0 vote (AYES: Ballard, Horning, Nevares,
Tucker, Turner, Whitehurst, and Lewis; NOES: none).
B. WASH Laundry Lease Renewal Agreement
Authorize RPM Company to enter into a five year lease renewal Agreement
with WASH Multi Family Laundry Services to certain Housing Authority
Properties.
A revised staff report was distributed to the Commission that shows the
properties WASH will continue to provide laundry services to. Carlos Ortega
Villas was removed from this agreement and will have its own separate
contract; a staff report will be presented at the next Housing Commission
meeting. In addition, a correction was made to the commission structure
over the base $19.35.
It was noted that all properties have water efficiency front loading washing
machines. WASH has serviced the properties for approximately 10 years
and has been very accommodating in terms of keeping costs low to wash
and dry.

Janet Moore stated that there were many discussions with the Housing
Commission in the past with regard to making sure laundry costs were
affordable. If the prices were increased there would be issues with tenants
trying to wash larger loads which would affect the washing machines
operation over time. The intent is to provide operable machines at all times.
Motion was made by Commissioner Mike Lewis to forward a
recommendation to the Palm Desert Housing Authority to authorize
RPM Company to enter into a five year lease renewal Agreement with
WASH Multi Family Laundry Services to certain Housing Authority
properties. Motion was seconded by Commissioner Heather Horning
and carried by 7-0 vote (AYES: Ballard, Horning, Nevares, Tucker,
Turner, Whitehurst, and Lewis; NOES: none).
C. Curtis Allen Floor Covering
Authorize the use of Curtis Allen Flooring, for purposes of procuring floor
coverings and related supplies and services for the Palm Desert Housing
Authority owned residential rental properties, for FY 2015/2016 in an
amount not to exceed $149,100.00
Jessica Gonzales summarized the staff report. She stated that currently the
Authority is using Curtis Allen to replace carpeting however by authorizing
the use of Curtis Allen under the National Joint Powers Alliance Agreement
contract with Mohawk it will establish better pricing and a better product.
The expected cost for the remainder of the fiscal year is approximately
$142,000.00 at 10% replacement plus $7,100.00 for non -warrantee partial
replacements and repairs.
Councilmember Liaison Sabby Jonathan asked about alternative flooring
other than carpeting.
Mrs. Moore stated that one of the benefits of being able to go through this
government contract is the ability to use different flooring options. There are
several options to choose from for those residents with accommodation
requests. It was noted that Carlos Ortega Villas will have a blend of carpet
in the bedrooms and tile in the living rooms and kitchen.
Commissioner Robert Nevares asked if it was mandatory to use carpet in
the units or can vinyl be used instead.
Teresa Vakili replied that the only concern with vinyl is the noise level.
There have been accommodations for vinyl for ADA purposes.
Motion was made by Commissioner Mike Lewis to forward a

B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council
meetings in October were provided to the Commission for review.
Upon question, Jessica Gonzales stated the Mortgage Credit Certificate entitles
qualified home buyers to purchase a home within the City utilizing a certificate
to reduce the amount of their federal income tax liability by an amount equal to
a portion of the interest paid during the year on a home mortgage. Riverside
County is the administrator of the program.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
September.
Teresa Vakili reported 98.6% occupancy. She stated that 89 recertification
packets were sent out in October and 94 were sent November 1st.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for September.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
September.

Janet Moore referenced California Villas Monthly Net Operating Income minus
revenue amount due to the wind damage. The cost for the damages are so far
estimated to be half a million dollars and will be reimbursed from the insurance
company.
Mrs. Moore also referenced the Replacement Expenses and stated that prior to
the elimination of redevelopment agency; a study was done of all units that
identified what should be reserved for replacements. As part of the elimination,
the State granted a couple of requests to fund the Replacement Fund,
however, they have now denied our subsequent requests. Therefore there are
monies in the replacement fund for major issues only.
Commissioner Mike Lewis asked about the California Villas Units. Jessica
Gonzales stated that they are in the process of repair.
Commissioner Joy Whitehurst asked about water concerns at the properties.
Teresa Vakili stated there was a penalty issued at Candlewood Apartments due
to a leak under the asphalt of which has been repaired. Additionally, it was
mentioned that there may have been water theft from a neighboring
homeowner, however there is no proof but we encourage the residents to
conserve too.
F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review.
Teresa Vakili reported that Las Serenas turf conversion has been completed
and accepted by CVWD for a partial rebate.
G. AUTHORITY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore summarized the report, stating that 2 of the 3 applicants are being
assisted by ESAP to replace AC units for free.
VIII. NEXT MEETING DATE — December 9, 2015
Commissioner Greg Ballard inquired if there are any precautions taken at the
properties regarding "El Nino" predictions.

Janet Moore stated that the consultant, approved by this Commission in
September, is conducting an assessment of the roofs at the properties
particularly at One Quail Place. In addition, staff is currently looking at ways to
repair those roofs that are in fair condition instead of reroofing them entirely.
Commissioner Joy Whitehurst asked about the Habitat for Humanity homes.
Jessica Gonzales stated that construction has stopped on both homes until
Habitat finalizes their funding. The exteriors will be completed and the interiors
will be pending until funding has been resolved.
Commissioner Whitehurst also inquired on the mosaic at Carlos Ortega Villas.
Heather Buck stated that installation of the mosaic has begun.
Janet Moore stated that if any Housing Commission member is interested in
visiting the Carlos Ortega Villas site they should contact Heather Buck. There
will be a grand opening ceremony in January.
IX. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 4:26 pm to
December 9th, 2015.
