HOUSING COMMISSION MEETING
MINUTES
DECEMBER 9, 2015
I. CALL TO ORDER
Mike Lewis, Housing Commission Chair, convened the meeting at 3:30 p.m.

IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of November 4, 2015:
Motion was made by Commissioner Wade Tucker to approve the minutes
of the Housing Commission meeting of November 4, 2015. Motion was
seconded by Commissioner Robert Nevares and carried by 7-0 vote
(AYES: Ballard, Horning, Nevares, Tucker, Turner, Whitehurst, and Lewis;
NOES: none)

V. NEW BUSINESS
A. HD Supply — Notice of Completion
Jessica Gonzales summarized the staff report stating repairs and
renovations to 4 apartment units and 3 homes were satisfactorily
completed.
Motion was made by Commissioner Jane Turner to forward a
recommendation to the Palm Desert Housing Authority to approve
Accept the work as complete for Contract No. HA33920 with HD
Supply Facilities Maintenance, LTD. for repair and/or renovation of 4
apartment units and 3 homes owned by the Palm Desert Housing
Authority. Motion was seconded by Commissioner Joy Whitehurst and
carried by 7-0 vote (AYES: Ballard, Horning, Nevares, Tucker, Turner,
Whitehurst, and Lewis; NOES: none).
B. WASH Laundry Lease Agreement — Carlos Ortega Villas
Jessica Gonzales stated that the Agreement is the same as what is being
provided at the other properties. There is a difference to the cost of the
commission structure given that WASH will install all new machines. Carlos
Ortega Villas (COV) will have eight front load washing machines (on
pedestals) and four stackable dryers divided evenly to the two available
laundry rooms on site.
Commissioner Joy Whitehurst inquired why COV was not included in the
initial renewal Agreement with WASH.
Teresa Vakili responded that COV is a new property and therefore WASH
will purchase and install brand new machines wherein the other properties
have existing machines.
Councilmember Liaison Sabby Jonathan asked if the units' countertops and
toilets at COV were at a comfort level for seniors.
Janet Moore stated that the toilets were adjusted to the comfort level height
and the countertops are ADA adaptable/assessable to accommodate
tenants with disabilities.
Mrs. Moore stated that in the event any of the Commission wished to visit
the site, it was recommended to wait for the grand opening tentatively
scheduled for January. The contractor is currently on a sensitive time frame
to complete the project.

Motion was made by Commissioner Wade Tucker to forward a
recommendation to the Palm Desert Housing Authority to authorize
RPM Company to enter into a five year lease Agreement with WASH
Multi Family Laundry Systems to Carlos Ortega Villas. Motion was
seconded by Commissioner Mike Lewis and carried by 7-0 vote (AYES:
Ballard, Horning, Nevares, Tucker, Turner, Whitehurst, and Lewis;
NOES: none).
C. Election of Officers for the year 2016
Janet Moore thanked Mike Lewis for serving as the Chairman for 2015.
With members of the Commission in concurrence, Jane Tumer was
nominated as Chair and Heather Homing as Vice Chair. Both Jane Turner
and Heather Horning accepted the office to which they were elected.
Commissioner Jane Turner mentioned she will not be in attendance for the
July and possibly the September meetings in 2016.
Commissioner Wade Tucker moved by Minute Motion to nominate
Jane Turner for 2016 Commission Chair and Heather Horning for Vice
Chair. Motion was seconded by Commissioner Joy Whitehurst and
carried by 7-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Turner,
Whitehurst, and Russo; NOES: none).

VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
Janet Moore reiterated the importance of contacting the City and/or an RPM
Company staff member prior to visiting Carlos Ortega Villas at this time given
that it is a construction site. A grand opening will take place sometime in
January with tours of the units.
Councilmember Liaison Sabby Jonathan expressed how grateful the Council is
for the service the members of this Commission have provided to the City and
Community. He noted that in his one year as a councilmember, he has teamed
and appreciated the importance of the Committees and Commissions' role and
how much the Council relies on their recommendations. He provided the
Commissioners with gift certificates to the Gardens on El Paseo and El Paseo
Village expressing appreciation for their service.
Commissioner Joy Whitehurst asked when the units will get occupied at COV.

Teresa Vakili responded that certifications of applicants will start in January and
anticipate move -ins in February. Currently there are 360 applicants on the wait
list. She noted that up to fifteen applicants will be certified a month until all units
are occupied. Applicants will be selected from the wait list based on date
sensitive and the income categories allocated for COV.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council
meetings in November were provided to the Commission for review.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for October.
Teresa Vakili reported 98.4% occupancy.
Upon question of the units at Califomia Villas damaged due to the storm, Ms.
Vakili stated that those units are moving foward in terms of repairs and
anticipate completion at the end of this month. Four tenants were relocated to
other properties; only two have requested to move back to CA Villas pending
completion of the units.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for October.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
October.
F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review.
Teresa Vakili summarized the project report.

Upon question of the entrance gate being repaired at Candlewood Apartments,
Ms. Vakili clarified that the keypad located at the entrance gate is in need of
replacement rather than repair being that it is old; bids are being requested at
this time.
Councilmember Liaison Sabby Jonathon inquired if there were any problematic
concems that need to be discussed/addressed.
Ms. Vakili stated that for the most part the properties are good. There are
projects that need to be addressed such as the decking at Candlewood, asphalt
at Las Serenas, roof at One Quail Place (OQP), etc. Staff is currently working
on the work specifications to go out to bid. She noted that monies have been
set aside for these projects.
In regards to the roofs at One Quail Place, Janet Moore stated that staff is
looking at altematives to a complete replacement because the cost is very high
and is most likely not needed on all buildings. All the roofs at OQP will be
assessed to identify those in need of repair and/or replacement. Once the
assessment is complete, staff will bring a report to the Commission for review
and recommendation.
Commissioner Jane Turner asked if staff had inquired with any programs such
as Southern Califomia Edison regarding rebates or grant monies available.
Mrs. Moore stated that in most cases govemment agencies do not qualify for
those type of programs however would make inquiries.
Discussion ensued on how the City acquired One Quail Place. Janet Moore
provided a brief explanation of when the City of Palm Desert acquired 725 units
from the County of Riverside to operate as affordable housing; One Quail Place
was included in the acquisition.
G. AUTHORITY HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program (HIP) was provided to the
Commission for review.
Janet Moore referenced John Harrison Contracting report that shows the
number of services provided within the last year.
VIII. NEXT MEETING DATE — January 13, 2016
A. Schedule of Housing Commission meeting dates for 2016
Commissioner Jane Turner moved, by Minute Motion, to accept the
schedule as presented. Motion was seconded by Commissioner Wade
Tucker and carried by 7-0 vote (AYES: Ballard, Lewis, Nevares, Tucker,
Turner, Whitehurst, and Russo; NOES: none;).

IX. ADJOURNMENT
With Commission concurrence the meeting was adjourned at 4:24 pm to
