PALM DESERT HOUSING AUTHORITY MEETING

I. CALL TO ORDER - 3:00 P.M.
Chairman Spiegel convened the meeting at 3:00 p.m.

With Authority Board concurrence, Chairman Spiegel adjourned the meeting to
Closed Session of the City Council at 3:08 p.m. He reconvened the meeting at
4:34 p.m.

V. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of March 24, 2016.
Rec: Approve as presented.
B. CLAIMS AND DEMANDS AGAINST THE CITY/HOUSING TREASURIES -
Warrants Dated 3/18/2016, 3/25/2016, and 4/1 /2016 (Joint Consideration
with the Palm Desert City Council).
Rec: Approve as presented.
C. STATEMENT OF INVESTMENT POLICY for the City of Palm Desert (Joint
Consideration with the Palm Desert City Council and the Successor
Agency to the Palm Desert Redevelopment Agency).
Rec: By Minute Motion, receive and file the City of Palm Desert
"Statement of Investment Policy" as presented.
D. HOUSING COMMISSION MINUTES for the Meetings of June 10, July 8,
September 9, October 7, November 4, and December 9, 2015; January 13
and February 10, 2016.
Rec: Receive and file.
Upon a motion by Tanner, second by Weber, and 5-0 vote of the Authority Board
(AYES: Harnik, Jonathan, Tanner, Weber, and Spiegel; NOES: None), the Consent
Calendar was approved as presented.

VIII. NEW BUSINESS
A. REQUEST FOR APPROVAL OF EXTENSION TO CONTRACT WITH
LIBERTY LANDSCAPING, INC., FOR ANNUAL LANDSCAPE
MAINTENANCE SERVICES AT THE PALM DESERT HOUSING
AUTHORITY PROPERTIES (CONTRACT NO. HA33481).
Management Analyst Jessica Gonzales stated that approval of the contract
will allow the Authority's current landscaping maintenance services to be
renewed for another 12 months. The contract includes all fifteen (15)
Authority owned properties. She noted that in the staff report on page 2,
paragraph 2, under "Background," the last amount referenced should have
been $64,469.
Member Tanner moved to, by Minute Motion: 1) Approve extension to subject
contract with Liberty Landscaping, Inc., Riverside, California, for annual Landscape
Maintenance Services at the 15 Palm Desert Housing Authority Properties for a period of
12 months in a total amount not to exceed $322,344 for contract services; 2) authorize the
Annual Not to Exceed Extra Work in the total amount of $64,469 (20% of the annual
contract amount); 3) authorize the Executive Director and/or the Chairman to execute the
Extension and any documents necessaryto effectuate the actions taken herewith — monies
have been included in the FY 2016-2017 proposed Palm Desert Housing Authority's
Operating Budget in the appropriate Authority Accounts for this purpose. Motion was
seconded by Jonathan and carried by a 5-0 vote (AYES: Harnik, Jonathan, Tanner, Weber,
and Spiegel; NOES: None).
