MINUTES
OCTOBER 12, 2016
I. CALL TO ORDER
Heather Horning, Housing Commission Vice -Chair, convened the meeting at
3:30 p.m.

IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of September 14th,
2016:
Motion was made by Commissioner Mike Lewis to approve the minutes of
the Housing Commission meeting of September 14th, 2016. Motion was
seconded by Commissioner Robert Nevares and carried by 6-0 vote
(AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES:
none).

V. NEW BUSINESS
A. Ratification of Executive Director's Approval of Change Orders No. 1 and 2
to Westcon Construction for the parking lot improvements at Las Serenas
Apartments
Veronica Tapia summarized the pictures on display of the Parking Lot
Improvement Project at Las Serenas.
Ms. Tapia stated that the Change Order requests were within the
contingency amount and were approved by the Executive Director. Change
Order No. 1 included transitions from existing asphalt to concrete and
overlays around carport post supports. Change Order No. 2 included curb
painting as well as the asphalt upgrades due to water damage that
occurred from the old irrigation system.
Motion was made by Commissioner Mike Lewis to forward the
recommendation to the Housing Authority to ratify Executive
Director's approval of Change Order No. 1 in an amount not to exceed
$3,237 and Change Order No. 2 in an amount not to exceed $18,350 to
Westcon Construction related to the Parking Lot Improvements at Las
Serenas Apartments. Motion was seconded by Commissioner Greg
Ballard and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares,
Tucker, Whitehurst, and Horning; NOES: none).
B. Authorize the Executive Director upon satisfactory completion of work, to
accept the work as complete for Contract No. HA 35160 with Westcon
Construction Group, Inc., for the parking lot improvements at Las Serenas
Apartments
A revised staff report was distributed to the Commission.
Motion was made by Commissioner Mike Lewis to forward a
recommendation to the Palm Desert Housing Authority to authorize
the Executive Director upon satisfactory completion of work, to accept
the work as complete for Contract No. HA 35160 with Westcon
Construction Group, Inc., for the parking lot improvements at Las
Serenas Apartments. Motion was seconded by Commissioner Joy
Whitehurst and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares,
Tucker, Whitehurst, and Horning; NOES: none).

A. COMMISSION REPORTS
No reports.
B. SUMMARY OF CITY COUNCIL,SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings in September were provided to the Commission for
review.
Jessica Gonzales provided a list of items being considered for the Multifamily
Energy Efficiency Rebate Program, per a request from the last Commission
meeting. Santa Rosa Apartments was used as an example. The list included a
sample of the types of items (i.e. a variety of traditional fixtures for outdoor and
interior lighting to accommodate led light bulbs) and showed both rebates and
copays.
Commissioner Robert Nevares asked if items selected for the properties were
based on the rebates.
Mrs. Gonzales stated that the items selected were based on the needs of the
property. The only request made by staff was for items that would be beneficial
and extend the life of the products offered such as glass coverings for the
outside lighting instead of plastic which was accepted by SCE.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for August.
Teresa Vakili reported 98% overall occupancy. Carlos Ortega Villas and Santa
Rosa Apartments are 100% occupied and leased.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for August.
Teresa Vakili reported that the properties remain 75% below the 50% income
limits.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS

The Commission reviewed the Monthly Net Operating Income Statements for
August.
F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review.
Teresa Vakili stated that installation of the new lighting started at One Quail
Place; Las Serenas will begin next week. American Power Solutions is the
recommended Southern California Edison (SCE) approved contractor installing
the lights. Residents have expressed they are pleased at how the lighting inside
the units are much cooler.
Mrs. Vakili reported a few roof leaks at One Quail Place due to the recent rain;
staff is looking at pricing to repair the leaks.
Commissioner Joy Whitehurst commented on the removal of dead trees and
asked if it was due to water reduction.
Jessica Gonzales replied that the City's arborist found that not only was water
reduction a reason the trees died but also the summer's extreme high
temperatures.
Commissioner Wade Tucker commented that it's hard to notice if the sprinklers
are working near the trees unless you see water runoff. He stated that there
were a lot of beautiful trees at Las Serenas that died.
Mrs. Gonzales replied that the landscape company conducts routine checks of
the irrigation at all the properties. She noted that in some cases trees go
dormant at different times of the year depending on the species of the trees.
She further noted that the arborist and staff have been assessing all the trees in
terms of the right species for this area and placement of trees.
Commissioner Whitehurst asked about the installation of new cabinets at
California Villas.
Mrs. Vakili stated that the tenant, who passed away, was wheelchair bound and
damaged the kitchen and bathroom cabinets.
At this time Janet Moore introduced City Manager/Executive Director Lauri
Aylaian, who was briefly in attendance to introduce herself to the Commission.
Mrs. Aylaian provided a brief background of herself, expressed that she is
happy to be back at the City of Palm Desert and see familiar faces.

G. Authority Home Improvement Program Update (Janet)
ACTIVITY (September 2016):

At this time, Janet Moore announced that Jane Turner submitted her
resignation. The City Council will formally recognize her services at a
future council meeting. She noted that Ms. Turner has served this
Commission since 2004.
With Commission's concurrence, Heather Horning will chair the next few
meetings in anticipation of an election in 2017.
VIII. NEXT MEETING DATE — November 9, 2016

With Commission concurrence the meeting was adjourned at 4:02 pm to
November 9th, 2016.
