With Authority Board concurrence, Chairman Spiegel adjourned the meeting to
Closed Session of the City Council at 3:17 p.m. He reconvened the meeting at
4:00 p.m.
IV. RECONVENE REGULAR MEETING - 4:00 P.M.
A. REPORT ON ACTION FROM CLOSED SESSION.

V. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of January 14, 2016.
Rec: Approve as presented.
B. CLAIMS AND DEMANDS AGAINST THE CITY/HOUSING TREASURIES -
Warrant Dated 1 /15/2016 (Joint Consideration with the Palm Desert City
Council).
Rec: Approve as presented.
C. REQUEST FOR AUTHORIZATION to Award Contract to T. J. Janca
Construction, Inc., in a Total Amount Not to Exceed $19,674 to Replace the
Playground Surface at One Quail Place Apartments (Contract No. HA34990).
Rec: By Minute Motion: 1) Authorize award of the subject contract to T. J.
Janca Construction, Inc., Orange, California, in a total amount not to
exceed $19,674 (includes: proposed work in the amount of $17,885,
plus 10% contingency in the amount of $1,789 for unforeseen
conditions) to re -cap with a minimum 1'/2' poured -in -place rubber
surfacing system over existing shock pad at One Quail Place,
pursuant to Section 3.32.090 of the Palm Desert Municipal Code;
2) authorize Palm Desert Housing Authority's Legal Counsel to
negotiate and finalize an agreement with T. J. Janca Construction,
Inc.; 3) find that the materials and contractual services by their very
nature are unique; 4) authorize the Executive Director to review and
approve written requests for use of the contingency for unforeseen
conditions; 5) authorize the Palm Desert Housing Authority Chairman
and/or the Executive Director to execute the agreement and any
documents necessary to effectuate the actions taken herewith —
monies have been included in the FY 2015-2016 Palm Desert
Housing Authority's Operating Budget, in the appropriate Authority
Accounts.

Upon a motion by Tanner, second by Weber, and 5-0 vote of the Authority Board
(AYES: Harnik, Jonathan, Tanner, Weber, and Spiegel; NOES: None), the Consent
Calendar was approved as presented.

A. EXECUTIVE DIRECTOR
Carlos Orteaa Villas Ribbon Cuttina and Dedication
Mr. Wohlmuth took this time to publicly thank Director of Housing
Janet Moore for organizing and emceeing a wonderful ribbon cutting
and dedication ceremony this morning at Carlos Ortega Villas. He
went on to express deep appreciation to the entirety of City staff for
the wonderful job of administering the construction contract with
Optimus, all the public improvements — public works and drainage, all
the inspections — hustling the contractor along to meet both the
timeline and budget on the project.

C. CHAIRMAN AND MEMBERS OF THE AUTHORITY
Vice Chairman Harnik agreed that the Carlos Ortega Villas Dedication this
morning was terrific and something all should be proud of in the City of
Palm Desert.
Chair Spiegel went on to publicly thank Management Analyst/P.I.O.
David Hermann for his outstanding assistance in writing the remarks he gave
at this morning's event.
