TO INCREASE THE ANNUAL LANDSCAPE MAINTENANCE SERVICES TO INCLUDE ADDITIONAL PALM DESERT HOUSING AUTHORITY PROPERTIES IN THE TOTAL AMOUNT NOT TO EXCEED $13,494.00 SUBMITTED BY: Jessica Gonzales, Management Analyst - Housing CONTRACTOR: Liberty Landscaping, Inc. 5212 EI Rivino Road Riverside, CA 92509 DATE: February 25, 2016 CONTENTS: Amendment No. 3 Liberty Landscape Proposal for Carlos Ortega Villas (dated�anuary 2�, 2016) Liberty Landscape Proposal for Santa Rosa Apartments (dated�anuary �, 2016) Recommendation By Minute Motion, that the Housing Authority Board, 1) Approve Amendment No. 3 to Contract No. HA33480 with Liberty Landscaping Inc. increasing the contract in the total amount not to exceed $13,494.00 ($11,245.00 contract services plus extra work in the amount not to exceed $2,249.00) for the remainder of the existing term for landscape maintenance services at Carlos Ortega Villas and Santa Rosa Apartment Properties; and 2) Authorize the Executive Director and/or the Chairman to execute Amendment No. 3 and any documents necessary to effectuate the actions taken herewith. Monies are available in the FY 2015/2016 Palm Desert Housing Authority's ("Authority") operating budget, in the appropriate Authority accounts. Housinq Commission Recommendation The Housing Commission will review the recommendation at its regular meeting of February 10, 2016. Staff will provide a verbal report upon request. Executive Summary Approval of this request will allow Liberty Landscaping, Inc. ("Liberty") to increase landscape maintenance services to include two (2) additional Palm Desert Housing Staff Report Approve Amendment No. 3 to Contract No. HA33480 - Liberty February 25, 2016 Page 2 of 3 Authority ("Authority") owned rental properties, Carlos Ortega Villas ("COV") and Santa Rosa Apartments ("Santa Rosa"). Currently the Authority contracts with Liberty for landscape maintenance in the annual amount of $293,004.00. Liberty will perform landscape services for both of these properties as required by the Specifications and Contract Documents pursuant to the existing Authority Landscape Maintenance Contract No. HA33480 ("ContracY'), with the exception of Santa Rosa Apartments, Liberty will also maintain the pruning of hardwood and palm trees. Backqround The Authority's Contract with Liberty for landscape maintenance services was awarded to establish services at thirteen (13) Authority owned rental properties. The Contract allows for amendments as long as they are in writing and approved by the Authority Board. With the addition of Santa Rosa and COV, the Authority needs to amend the current Contract to include landscape maintenance services at fifteen (15) properties. Amendment No. 3 will incorporate the necessary landscape services for Santa Rosa and COV. The current contract for Santa Rosa property is on a month to month basis that includes the pruning of hardwood and palm trees and will continue in the same manner at a monthly rate of $935.00 effective January 1, 2016 (when property operation transferred back to the Authority). With the completion of COV, landscape maintenance services need to be established after a ninety (90) day installation maintenance period which ends March 16, 2016. The Authority obtained a proposal for monthly services from Liberty for COV in the amount of $1,610.00 to be effective March 16, 2016. In addition to the standard contract amount there is a provision for extra work in an amount not-to-exceed 20% of the contract for extra work, which is also being requested to be increased. Staff recommends approval of the proposed additional landscape maintenance services as Amendment No. 3 to Contract No. HA33480 with Liberty Landscaping Inc. increasing the contract in the amount of$11,245.00 for contract services plus extra work an amount not to exceed $2,249.00 (in the total amount not to exceed $13,494.00) for the remainder of the existing term.
