Commission Recommendation The Housing Commission reviewed this recommendation at its meeting of June 8, 2016 and July 13, 2016. Staff will provide a verbal report upon request of the Authority Board. Strategic Plan Objective This request does not apply to a specific strategic plan goal. Executive Summary By authorizing the use of the attached updated vendor list for the Housing Authority ("Authority") residential rental properties, the Authority's contracted management company will be able to utilize the companies for services and supplies at an accelerated efficiency due to their immediate accessibility. The list is updated and amended as needed to ensure quality, availability and competitive pricing. Whenever possible, local vendors will be used for the desired supplies and services. Background The Authority operates approximately 1,100 residential rental units. Pursuant to Section 3.32.110 of the Municipal Code, the Authority may obtain routine and recurring services, supplies, and maintenance by adopting a procedure approved by the City Manager. STAFF REPORT 2016 Palm Desert Housing Authority Vendor List July 14, 2016 Page 2 By creating the attached list, vendors may be utilized by the contracted management company in order to provide routine, recurring services, supplies and maintenance to the properties. As a responsibility to obtain the best prices the contracted management company routinely obtains quotes depending on the type of supply, service or maintenance to be completed. Quotes are requested of local providers as well as outside the area to ensure competitive pricing. This list does not preclude any vendor or service provider from providing pricing for their services during the time the list is active. Whenever possible, local vendors are used for the desired supplies and services. Fifty one percent (51%) of the listed vendors are local and sixty one percent (61%) of the listed vendors are within Riverside County. On June 9, 2016, Authority staff provided to the Housing Commission an updated vendor list for review and recommendation to the Authority Board. The Housing Commission recommended that a few adjustments be made to the vendor list, which included reviewing additional vendor options for office services. The attached list has been revised to include the Housing Commissions recommendation and supersedes all previous vendor lists and amendments. Generally, more than one provider has been listed to ensure availability and competitive pricing. Several service providers have a maximum per occurrence in order for recurring maintenance to be accomplished routinely and in a timely manner. Staff will request changes to the list from time to time as is necessary to ensure quality, reliability, and availability of service, supplies and maintenance providers. Staff requests approval of this request to facilitate the continued routine, recurring maintenance of the properties. Fiscal Analysis There is no direct fiscal impact with the approval of the request. Nonetheless, not having a vendor list established may potentially result in a loss of revenue due to the timing constraints associated with scheduling routine maintenance items from vendors who have not previously provided pricing.
